Legally, Decree 147 on management, provision and use of internet services and online information issued in 2024 has set out legal obligations for websites and social media accounts with a large number of followers. These obligations include being directly responsible for the content of information posted, including monitoring information content; removing infringing information...

However, many accounts and information pages do not seriously implement these requirements. Many account holders and information page owners still post false information and unverified information, causing harm to the legitimate interests of related organizations and individuals. Checking and handling violations with a large number of social network accounts is a major enforcement challenge.

In terms of law, our country's legal regulations have moved towards learning from the behavior of many advanced countries. In Germany, social media platforms are required to remove infringing content within 24 hours of receiving a request from the authorities. Singapore allows authorities to request public corrections and corrections to false information. In France, major social media sites must publicly identify content managers and take legal responsibility for each post. These models show that classifying and applying separate legal obligations to groups of accounts and fanpages with great influence is feasible and consistent with international practice.

Returning to the above case, although the owner of the account that posted the false information later took corrective actions such as correcting, apologizing, and reporting the incident to relevant authorities. However, in the online environment, information incidents, once they occur, often leave serious consequences that are difficult to overcome. Therefore, preventing incidents from occurring is also very important, not just overcoming them.

What needs to be done now is to add strict sanctions for violations that cause serious consequences, including the obligation to correct, publicly apologize and compensate for damages. Establishing a regular reporting mechanism, coordinating with competent authorities to inspect and monitor content is also a solution that needs to be considered. There needs to be more public lawsuits against violators in court, transparent litigation and trial, thereby helpingto educate these subjects to better comply with the law. Improving legal knowledge or being severely sanctioned - will be the most useful way to improve the capacity and responsibility of social network account owners; thereby minimizing the current situation of incidents occurring before being resolved.

Controlling content responsibility on major social networking sites is not only to ensure information security and safety, but is also a necessary step to protect the legitimate rights and interests of organizations and individuals, while creating a healthy and trustworthy media environment. Media power, whether from mainstream media or social networks, needs to be associated with transparent responsibility and clear legal mechanisms. Only then can information order, citizen honor and social norms in the digital environment be properly protected.
