Accordingly, in order to improve the effectiveness of state management, mobilize the entire political system, Party committees, authorities and people, create breakthrough changes in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement in the area, contributing to protecting people's health and trust; deter, prevent and strictly handle violations of the law by organizations and individuals, the Provincial People's Committee proposes:

Departments, branches and localities, based on their assigned tasks, organize propaganda, disseminate laws, raise awareness for businesses and people about the consequences and sanctions for handling smuggling, trade fraud, counterfeit goods, and intellectual property infringement; at the same time, raise vigilance, do not participate or assist in violations and crimes related to smuggling, trade fraud and counterfeit goods. Propaganda about hotline information to receive information on denunciations of violations, mobilize people to actively participate in denouncing acts of smuggling, trade fraud, counterfeit goods, and intellectual property infringement to the authorities.

Survey, assess the situation, classify subjects, production and business establishments at high risk of smuggling, trade fraud, counterfeit goods, and intellectual property infringement in the traditional business environment and in cyberspace. Identify key areas, wholesale markets, goods gathering points, warehouses, logistics centers, important traffic routes, etc. Focus on the following groups of goods: (1) Group of medical supplies, medicines, functional foods, cosmetics, micronutrients added to food; additives, flavorings, food processing aids, etc.; (2) Group of agricultural supplies, pesticides, veterinary medicines, animal feed, fertilizers, plant varieties, food safety products managed by the agricultural sector such as: vegetables, tubers, fruits, meat, meat products, etc.; (3) Group of essential goods: Gasoline, oil, liquefied petroleum gas, etc.; (4) Consumer goods group: Wine, beer, milk, drinks, cigarettes, clothes, bags, shoes.

Focus on inspecting and controlling goods circulating on the market. Inspect e-commerce activities, social networks... for signs of exploitation to trade in smuggled goods, counterfeit goods, poor quality goods, and goods that infringe intellectual property rights.

Timely detect and strictly handle violations according to legal regulations and publicly disclose information about organizations and individuals with violations and crimes for general deterrence and prevention.

Synthesize and compile statistics on loopholes and inadequacies in legal regulations or management mechanisms that subjects take advantage of to violate the law, and propose solutions to overcome and improve institutions.

The working group leads and directs the implementation of the peak period, with the Vice Chairman of the Provincial People's Committee as the Head of the Working Group, the leaders of the Provincial Police and the Department of Industry and Trade as the Deputy Heads, and the leaders of relevant departments and branches including: Office of the Provincial People's Committee, Health , Agriculture and Environment, Science and Technology, Culture, Sports and Tourism, Ha Nam Newspaper, Market Management Department, Customs Department of Region IV, Tax Department of Region IV, People's Committees of districts, towns and cities as members of the Working Group. The Working Group directs, inspects and urges the implementation according to the assigned functions and tasks.
