On the morning of June 18, the Culture - Social Committee of the Provincial People's Council, led by Comrade Dao Xuan Yen, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Culture - Social Committee of the Provincial People's Council, had a meeting to supervise the implementation of policies for people with meritorious services to the revolution in the period of 2021-2023 in Thanh Hoa city.

Thanh Hoa City currently has 7,052 NCC and their relatives enjoying monthly preferential allowances. In order to effectively implement the policies of the province and the Central Government for NCC, the work of reviewing, considering, making lists, and approving subjects is carried out by the People's Committees of wards, communes, and the City in accordance with regulations, ensuring the principles of democracy, publicity, and transparency.

Every year, the central budget pays out policies and regimes for NCCs and their relatives in a timely and complete manner. In the 2021-2023 period, the city paid policies and regimes to 25,924 NCCs and their relatives who are receiving monthly allowances, subsidies, and one-time subsidies, with an amount of more than VND 507 billion. In addition to the central budget, the city has also allocated additional funds from local budgets to effectively implement policies for NCCs.

Implementing the movement "Repaying gratitude", in the past 3 years, the city has mobilized more than 2.1 billion VND to care for and help the workers and their families. The preferential policy on health insurance cards was reviewed by the city in coordination with the provincial Social Insurance, and granted to 16,614 workers and 7,055 relatives of workers. Implementing the preferential policy on education , the city has reviewed and paid subsidies to 403 subjects with an amount of more than 3 billion VND; confirmed 1,200 preferential applications so that students who are children of workers and relatives of workers can enjoy the policies according to regulations.

The city has provided nursing care for 6,847 people with a total cost of more than 10 billion VND; provided vehicles and orthopedic devices for 622 NCC subjects; coordinated with the Social Work Center (Department of Labor - Invalids and Social Affairs) to organize medical examination, treatment and rehabilitation for wounded and sick soldiers, creating favorable conditions for NCC to overcome illness and disease.

Concluding the supervision session, comrade Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda and Education Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee, head of the supervision delegation, highly appreciated the implementation of policies for NCC in Thanh Hoa City. He emphasized: Currently, 100% of NCC families with the revolution in the city have a higher standard of living than the average standard of living of local residents; there are no poor or near-poor households that are NCC with the revolution. To achieve this result, in addition to the efforts of each policy family, there is the care and attention of the Party Committee and authorities at all levels in the city. Thereby, expressing the gratitude of cadres, party members and people of the city to the generation of fathers and brothers - those who sacrificed their blood for the independence and freedom of the Fatherland.
In addition to the achieved results, he also pointed out some shortcomings and limitations in the implementation of policies for the elderly and their relatives in the city, namely: Inspection and examination of the implementation of policies and regulations are not regular; coordination between specialized departments and wards and communes is sometimes, in some places, and in some cases not very effective; the recovery of subsidies according to Conclusion No. 96/KL-TTr of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs is the lowest in the whole province...
To effectively implement policies for NCC and relatives of NCC in the coming time, the Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department, and head of the monitoring delegation suggested: Along with promoting the role and responsibility of the Party Committee and the government in directing and organizing implementation, Thanh Hoa City needs to do a good job of propagating and disseminating the Party's guidelines, policies and laws of the State, especially new policies for NCC so that people know and declare their records according to regulations. Train and improve professional skills for the team of cadres and civil servants directly implementing policies and regimes; review, consider and promptly resolve records that need to confirm NCC with the revolution; promote administrative reform, apply information technology, improve the effectiveness of coordination between specialized departments, wards and communes in implementing policies and regimes for NCC and relatives of NCC.
Along with that, it is necessary to continue to do well the socialization work to mobilize and call for more funding sources to improve the material and spiritual life of war invalids and their relatives. Promote the movement "All people take care of families of war invalids, martyrs and war invalids with the revolution", ensuring practicality and breadth.
