Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial Special Working Group chaired the conference. Attending the conference were representatives of leaders of departments, branches, sectors and localities.

Since 1984, Nghe An has searched for and collected over 13,200 martyrs. Of these, nearly 500 martyrs' remains are in the province and over 12,700 martyrs' remains are in the three provinces of Xieng Khouang, Vientiane and Xay Som Bun of the Lao People's Democratic Republic.

In the dry season of 2024 - 2025, up to now (May 7, 2025), the Collection Team of the Military Command of Nghe An province has surveyed, searched and collected 73 remains of martyrs, volunteer soldiers and Vietnamese experts who died in Laos. Of which, Xieng Khouang province has 63 remains, Xay Som Bun province has 8 remains and Vientiane province has 2 remains. With the highest determination, eating in tents and sleeping in the forest day and night to search, collect and repatriate the remains of heroic martyrs to the Fatherland, officers and staff of the Collection Team of the Military Command of Nghe An province are making efforts to search and collect more remains of martyrs to return to the motherland of Vietnam.

To organize the repatriation and hold the memorial service and burial of the remains of martyrs, volunteer soldiers and Vietnamese experts who died in Laos, scheduled for May 20, 2025 at the Nghi Loc District Martyrs' Cemetery, the Provincial Military Command has directed agencies and units to coordinate with provincial departments, branches, sectors and agencies, organizations and local authorities to carry out preparations.
In particular, advised the Provincial People's Committee to issue a plan to receive, move, and bury the remains of martyrs, volunteer soldiers, and Vietnamese experts who died in Laos; held talks to evaluate the results of the task of searching for and collecting the remains of martyrs, volunteer soldiers, and Vietnamese experts who died in the 3 provinces: Xieng Khouang, Vientiane, and Xay Som Bun, Lao People's Democratic Republic in the dry season of 2024 - 2025; Deployed the task of searching for and collecting the remains of martyrs in the dry season of 2025 - 2026. Coordinated with the Department of Foreign Affairs, advised the Standing Committee of the Provincial Party Committee, and the Provincial People's Committee to issue a decision to send a delegation of officials from the Provincial Special Working Group to Laos to receive, hand over, and move the remains of martyrs to Nghi Loc District Martyrs Cemetery to organize a memorial service and burial. Coordinated with the 3 provinces of Laos to agree on the content, program, time, and location of the reception of martyrs' remains. In order for the reception and burial of martyrs' remains to take place as planned, at the conference, Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee, Head of the Special Working Committee of Nghe An province requested agencies and units to continue completing the contents for the conference between the Special Working Committee of Nghe An province and the Special Working Committees of the three provinces of Xieng Khouang, Vientiane, Xay Som Bun in Xieng Khouang province.
He also requested the Provincial Military Command and the Department of Home Affairs to coordinate, cooperate, and prepare well the contents of the handover and collection of biological samples.
