Help people with disabilities access preferential loans

The Provincial Police and the Social Policy Bank, Phu Yen branch, have just signed a coordination program to implement Decision 22/2023/QD-TTg of the Prime Minister on credit for people who have completed their prison sentences in the province. This activity is of great significance, helping people who have completed their prison sentences to access preferential loans, stabilize their lives, and soon reintegrate into the community.

 

Humanitarian policy

 

More than a year ago, Mr. L.D.H in Hoa Dinh Tay commune (Phu Hoa district) returned to his hometown after completing his prison sentence (CHXAPT). Without a stable job, he and his wife had 3 small children, so the family's finances were very difficult. The whole family of 5 people depended on Mr. H's small salary, because his wife had to stay home to take care of and pick up the children.

 

Not only Mr. L.D.H, according to the survey and statistics of Phu Yen Police, the whole province currently has 1,047 CHXAPT people. In addition, on average, every year, about 300 CHXAPT people come to reside in the area. Most of them have difficult economic circumstances, low education, no job or have not been trained in jobs with stable income.

 

During their prison sentences in detention facilities, they were trained in a number of main occupations such as weaving, sewing, animal husbandry, and construction; after returning from the CHXAPT, they mainly lived on farming, freelance labor, and hired labor... so life faced many difficulties.

 

In order to help the CHXAPT people stabilize their lives, integrate into the community, reduce recidivism, contribute to ensuring security and order, and develop the local socio-economy, the Prime Minister issued Decision 22/2023/QD-TTg, dated August 17, 2023 on credit for the CHXAPT people. “This is a new, very humane policy of our Party and State.

 

Realizing the significance and importance of implementing this policy well, the Provincial Police have issued many plans and documents directing the police of units and localities to deploy and strictly implement Decision 22 of the Prime Minister," said Colonel Nguyen Thai Hoang, Deputy Director of Phu Yen Police.

 

Accordingly, local police coordinate with the Social Policy Bank, Phu Yen branch (Phu Yen Social Policy Bank) and socio-political organizations entrusted to widely disseminate Decision 22 to the masses and borrowers to access loans. Monthly, the police force reviews and compiles a list of CHXAPT people who need and are eligible to borrow capital, and provides it to the Social Policy Bank to carry out loan procedures.

 

“For its part, the Phu Yen Social Policy Bank has organized training for all staff of the Social Policy Bank, staff of entrusted organizations and the management board of savings and loan groups; at the same time, it has coordinated propaganda to beneficiaries and organized public loan review meetings, providing guidance on preparing documents and loan procedures in accordance with regulations,” said Mr. Ho Van Thuc, Director of the Phu Yen Social Policy Bank.

 

Effective implementation of the coordination program

 

From 2023 to present, the central government has allocated 6.6 billion VND for the Phu Yen Social Policy Bank to provide loans to CHXAPT people. With this capital, the Phu Yen Social Policy Bank has coordinated with the district and commune police, and socio-political organizations to focus on reviewing subjects in need of loans, implementing the loan evaluation process and disbursing to 59 CHXAPT people with an amount of more than 3.8 billion VND.

To proactively provide timely loan capital, in addition to central capital, Phu Yen Police proposed that the Provincial People's Council and People's Committee allocate local budgets to entrust through the Vietnam Bank for Social Policies to provide loans to the CHXAPT people; in 2024 alone, it proposed to allocate 2 billion VND.

At the recent conference to sign the Program for coordination in implementing Decision 22 of the Prime Minister, delegates from the Provincial Police and the Phu Yen Social Policy Bank said that this policy has met the urgent requirements and needs of the CHXAPT people, which is to fundamentally solve the problem of capital to create jobs.

 

This can be considered the most effective policy in the process of implementing measures to ensure community reintegration for CHXAPT people, creating high consensus and entering real life.

 

However, currently, the number of CHXAPT people who can borrow capital is still very modest, accounting for only about 5% of the total number of CHXAPT people living in the province. "The room for lending in this program is still very large.

 

In the coming time, the Phu Yen Social Policy Bank and the Provincial Police will continue to coordinate better to help more and more people in the CHXAPT access preferential loans from the State to learn a trade, produce, do business, stabilize their lives, limit recidivism and violations of the law, contributing to ensuring political security, social order and safety and economic development of the locality," said Mr. Ho Van Thuc.

 

According to Colonel Nguyen Thai Hoang, to continue improving the effectiveness of this policy, functional units of the Provincial Police and local police need to carefully study the coordination program and thoroughly implement it with commune-level police.

 

Local police also directed the enforcement agencies and commune-level police to review and grasp the list of CHXAPT people, and to propagate so that people know the policy and register for loans when needed. At the same time, they regularly contact to check, monitor, and encourage borrowers to use the capital for the right purpose, promote efficiency, and comply with regulations during the loan process...
