Resolving difficulties for 2 projects worth nearly 40 trillion VND of Xuan Thien Group

(HBĐT) - In Lac Thuy district, there are two key projects using non-budgetary investment capital: Xuan Thien Hoa Binh Lime and Light Powder Factory Project and Xuan Thien Hoa Binh Cement Factory, both invested by Xuan Thien Hoa Binh Company Limited. Up to now, the workload has reached about 75% of the plan, there are still some problems in implementing investment procedures, especially procedures related to land, changing forest use purposes...

The Xuan Thien Hoa Binh Lime and Light Powder Factory project is being implemented in Yen Bong commune (Lac Thuy).

The Xuan Thien Hoa Binh Lime and Lightweight Powder Factory Project has a total investment of over 8,000 billion VND; the scale of construction of a factory producing quicklime, hydrated lime and lightweight powder; total capacity of 2.16 million tons of products/year; construction of an operating road 3.2 km long, 30 m wide; construction of a cargo loading and unloading port with a capacity of serving about 8.2 million tons/year. The land use area is about 166.82 hectares, expected to complete phase 1 investment by May 2025, and phase 2 investment by May 2026.

The Xuan Thien Hoa Binh Cement Factory Project has a total investment of over VND 29,800 billion; designed capacity of 25,000 tons of clinker/day, equivalent to 10 million tons of cement/year, divided into 2 phases (each investment phase has a capacity of 12,500 tons of clinker/day, equivalent to 5 million tons of cement/year); land use area of 579.6 hectares. Phase 1 is expected from 2022-2024, phase 2 until 2028.

Both projects have encountered difficulties in compensation, site clearance (GPMB), agreements with local people and procedures related to investment and construction. Mr. Nguyen Huy Hoang, General Director of Xuan Thien Hoa Binh Company Limited, said: These are two key projects of Xuan Thien Group. However, during the implementation process, there have been difficulties in GPMB, investment procedures, construction, fire prevention and fighting, etc., mainly at the central level. Up to now, the route of the Xuan Thien Hoa Binh Lime and Light Powder Factory Project has completed the survey and accepted the road section for residential purposes and shared use, but has not been converted to forest use. Due to this procedure, although the project has been allocated land in 3 phases, it has not been able to start construction. The project's raw material mine has not been approved by the Prime Minister to be included in the list of non-auction mineral exploitation rights, causing other work to be delayed, because the project can only operate on schedule when the raw material area is guaranteed. The company actively cooperates to remove difficulties, and will start construction after 3 months once land is available. We request that departments, branches and Lac Thuy district actively support compensation work, as this is an important condition to promote the project.

Chairman of Lac Thuy District People's Committee Nguyen Van Hai said: The district will coordinate with investors, assign specific tasks to leaders of departments, committees, Party committees, and local authorities to speed up the progress of site clearance. Recently, the Steering Committee for key projects of the province held a meeting to evaluate: All levels, sectors, Lac Thuy district and Xuan Thien Hoa Binh Company Limited have done a good job of coordination, actively organized implementation, resolved many problems related to investment and construction of 2 projects in Yen Bong commune, up to now reaching about 75% of the plan. Besides the results, there are still some problems in implementing investment procedures.

In the coming time, the Steering Committee for key projects of the province assigned Lac Thuy District Party Committee to lead the District People's Committee to urgently establish a working group in charge of land acquisition and clearance, headed by a Vice Chairman of the District People's Committee in charge of the field of Natural Resources and Environment; coordinate with the Department of Natural Resources and Environment to speed up the progress of measurement, counting, and making a compensation plan for land acquisition and clearance; coordinate with the investor to pay compensation for land acquisition and clearance. Assign the Department of Natural Resources and Environment to increase staff and assign an experienced person to coordinate with the District People's Committee to carry out land procedures to speed up the progress of land acquisition and clearance, and hand over to the investor according to regulations. Request the investor to fully allocate funds to pay compensation for land acquisition and clearance; assign staff to coordinate with the District People's Committee and relevant agencies to urgently review the full land area required for land acquisition and clearance of 3 projects (Xuan Thien Hoa Binh Lime and Light Powder Factory Project, Xuan Thien Hoa Binh Cement Factory Project, Xuan Thien Hoa Binh Port) and investment and construction procedures according to regulations.

Regarding issues related to procedures at the Central level, the Party Committee of the Provincial People's Committee is requested to lead the Provincial People's Committee to direct departments and branches to support investors in completing them in accordance with current legal regulations. Assign the Department of Planning and Investment to coordinate with Lac Thuy district and the investor to review and fully update the Xuan Thien Hoa Binh Lime and Light Powder Factory project and the Xuan Thien Hoa Binh Cement Factory project in Yen Bong commune, Lac Thuy district into the Hoa Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, ensuring the conditions for project implementation according to regulations. Develop a plan to implement the projects with specific progress, time and implementing agencies and units. Request the investor to focus resources, supplement staff, regularly coordinate with departments, branches, and the district People's Committee to speed up the implementation progress, striving to start the projects no later than the first quarter of 2024.
