The effectiveness of sustainable poverty reduction program in Yen Thuy district

Sustainable poverty reduction has always been considered a key task in the socio-economic development strategy of Yen Thuy district. Currently, the average annual poverty reduction rate of the district is 2%. Many sustainable poverty reduction models have been effective, contributing to creating livelihoods for local people.

The Dien grapefruit growing model in Ngoc Luong commune (Yen Thuy) helps many households sustainably reduce poverty and become rich.

Implementing the National Target Program (NTP) on sustainable poverty reduction, phase 2022 - 2025, Yen Thuy district has been allocated over 15.8 billion VND of central budget capital. The District People's Committee has allocated over 7.5 billion VND to implement Project 2 on livelihood diversification, poverty reduction model development; sub-project 1 (Project 3) on supporting production development over 2.7 billion VND; Project 4 on vocationaleducation development, sustainable employment nearly 2.8 billion VND; Project 6 on communication and information poverty reduction over 1 billion VND; Project 7 on capacity building and program monitoring and evaluation over 1.1 billion VND.

Comrade Bui Huyen, Vice Chairman of Yen Thuy District People's Committee said: Determining that the National Target Program on Sustainable Poverty Reduction is a major policy, an important, regular and long-term political task of the entire political system and society, the District Party Committee has issued a plan to implement Directive No. 05-CT/TW, dated June 23, 2021 of the Central Party Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030. To specify the province's programs and plans, the District People's Committee has developed and issued a plan to implement the annual sustainable poverty reduction program. In particular, it directs departments, offices, communes and towns to focus on mobilizing resources, integrating programs, projects and socio-economic development plans with sustainable poverty reduction. The District People's Committee proactively coordinates with the Fatherland Front and socio-political organizations to propagate and implement support policies, regularly inspect and monitor implementation results to ensure that the set targets and tasks are completed on schedule and achieve results.

With the drastic and effective participation of the Party Committee and the government, and the response and participation of the beneficiaries, the implementation of the projects has ensured the correct procedures, subjects and ensured the principles of publicity, transparency and participation of the people. Thereby, it has promoted efficiency, contributed to creating livelihoods for the people and sustainable poverty reduction.

Mr. Vu Ngoc Nam, Head of the Department of Agriculture and Environment of Yen Thuy district, said: From the capital allocated for Project 2, the district has built 6 livelihood models for poor households. In particular, focusing on projects on breeding cows and supporting the development of honey beekeeping. These are projects that are suitable to the conditions and strengths of the district. Thereby, contributing to creating more jobs, transforming the structure of crops and livestock, improving the efficiency of livestock farming and income of beneficiaries. In addition, implementing sub-project 1 (Project 3) on supporting production development, the district also focuses on supporting breeding animals and agricultural tools for production for beneficiary households. These projects and sub-projects have truly created conditions for poor households, near-poor households, newly escaped poverty households, households with women members in difficult circumstances, and ethnic minority households to access and benefit from policies and resources to develop production, create jobs, increase income value and gradually improve their lives.

In Yen Thuy district, more than 100 poor and near-poor households have been supported to develop a Sind crossbred cattle breeding model from the National Target Program for Sustainable Poverty Reduction through models under Project 2 - diversifying livelihoods and developing poverty reduction models and 2 projects under Sub-project 1 (Project 3) on supporting production development. In addition, from other projects of the program, poor and near-poor households in the district have been trained in vocational skills, improved capacity, qualifications, access to science and technology and improved living standards. Since then, the district's poverty reduction targets in recent years have been achieved and exceeded the set plan.

Comrade Bui Huyen, Vice Chairman of Yen Thuy District People's Committee added: The National Target Program on Sustainable Poverty Reduction is consistent with the strategy, planning, and socio-economic development plan of the district. The focus of the program is the poor, people living in difficult areas and implementing the goal of inclusive poverty reduction. Determining that, in order to effectively implement the program in the coming time, the District People's Committee has directed sectors and localities to promptly grasp information and situations to resolve difficulties in the implementation process.
