Removing obstacles for 4 North-South expressway projects in the east

The Government Office issued Document No. 11074/VPCP-CN dated November 12, 2025 conveying the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh on accelerating the progress of 4 expressway projects: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections under Inspection Team No. 01.

Accordingly, considering the proposal of the Ministry of Construction in Document No. 289/BC-BXD dated November 7, 2025 on the results of removing difficulties and obstacles at the 4 expressway projects of Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections of Inspection Team No. 01, Permanent Deputy Prime Minister Nguyen Hoa Binh has the following comments:

The People's Committee of Da Nang City urgently directed the completion of site clearance for 5 service roads and crossroads within the scope of Ba Na commune, Lien Chieu ward and Hoa Khanh ward, as a basis for the Ho Chi Minh Road Project Management Board (investor) to organize the implementation of the Hoa Lien - Tuy Loan Project.

The People's Committee of Quang Ngai province specifically identified difficulties, problems, solutions, completion time and handover of the entire rest stop area; 10 frontage roads; 1 branch road section of Sa Huynh intersection and toll collection operator premises, U-turn roads at the intersections of National Highway 24, Duc Pho, Sa Huynh. At the same time, continue to organize dialogues and propaganda to get people to agree and support compensation policies according to regulations and compensation and support commitments of Project Management Board 2 (investor) and the construction contractor, as a basis for the investor to organize the implementation of construction to complete the Quang Ngai - Hoai Nhon Project on December 19, 2025.

The Ministry of Construction, investors and contractors continue to strictly implement the directions of Deputy Prime Minister Nguyen Hoa Binh in Official Dispatch No. 8741/VPCP-CN dated September 16, 2025; promptly have solutions to ensure the completion of North-South expressway projects on December 19, 2025 as required, without delaying the progress.
