From June 2025, a series of new regulations on taxes and electronic invoices will officially take effect, leading to many significant changes for business households.
Major changes from tax policy and electronic invoices
At an online discussion between tax department leaders, businesses and consultants to help businesses overcome difficulties when switching to declaring based on actual revenue, organized by Vnexpress Electronic Newspaper on June 17, Mr. Mai Son - Deputy Director of the Tax Department ( Ministry of Finance ) said: The lump-sum tax form has revealed many limitations, while the activities of business households are increasingly expanding: multi-channel sales, business via social networks, even opening chains, across borders. Therefore, the tax sector encourages business households to switch to a micro-model to be transparent and enjoy policy incentives.
However, it is noted that many households are still hesitant because they are used to the simplicity of the old method. The tax sector will continue to promote and provide support solutions to make the transition process smoother.
A representative of the Tax Department said that households with revenue of over 1 billion VND/year or tax declaration will be eligible to use electronic invoices from cash registers. Regarding registration procedures, business households must complete form 01/DKTĐ-HĐĐT on the portal hoadondientu.gdt.gov.vn. When wanting to switch from lump-sum tax to declaration, people must adjust the lump-sum declaration form according to form 01/CNKD, which can be done online on the Electronic Tax Portal or the National Public Service Portal.
For errors in the name of goods on the invoice, Ms. Dinh Thi Thuy - Vice Chairman of the Board of Directors of MISA provides detailed instructions on the adjustment steps in accordance with Decree 70/2025. Amending and supplementing a number of articles of Decree 123 of the Government regulating invoices and documents.This process includes creating adjustment invoices, replacement invoices and signing them properly.
"If a household has 3 kiosks with the same tax code, they only need to use the same software, but if they are 3 different households, they must have 3 separate accounts," Ms. Dinh Thi Thuy added.

Orientation towards transparency, avoiding tax duplication, improving digital capacity
From June 1, 2025, Decree 70/2025/ND-CP requires businesses with revenue of VND1 billion/year and cash registers to use electronic invoices. Ms. Nguyen Quynh Duong, General Director of Nhanh.vn multi-channel sales management software, said that if customers return goods after receiving them, the system will automatically create an adjustment invoice, helping the store deduct the correct revenue.
In the case of hand-carried goods sellers, Ms. Duong noted, it is necessary to import officially or import under an import authorization to have a valid input invoice. For goods such as agricultural products, Ms. Tran Le Trang , General Director of Ha An Consulting Company Limited, guides the use of vouchers and accounting books according to Circular 88.
Answering the question about business households not being able to account for expenses like enterprises, Mr. Mai Son - Deputy Director of the Tax Department explained that lump-sum tax was introduced in 1986 to simplify procedures for small households. However, the policy is gradually changing so that business households can also declare like enterprises.
The revised Law on Corporate Income Tax has been passed by the National Assembly, applying preferential tax rates of 15% and 17% for enterprises with revenue under VND50 billion/year, creating motivation to convert from households to enterprises.
Regarding concerns of traders on the trading floor who are worried about being charged additional taxes, Mr. Mai Son noted that additional taxes are not applied to households that have not previously announced adjustments. In case of a sudden increase in revenue during the month, households need to declare adjustments to pay taxes correctly.
For online business cases, from July 1, 2025, according to Decree 117/2025, e-commerce platforms will declare and pay taxes on their behalf. Individuals still need to issue invoices but do not have to pay taxes on the part that has been deducted by the platform.
The Tax Department's leaders explained that e-commerce platforms pay on their behalf, but sellers still have to keep the documents. If there is a return, software providers will create an adjustment invoice.
For households that buy goods from people, Mr. Mai Son recommends keeping all payment vouchers, contracts, handwritten papers, etc. as input documents instead of invoices.
When asked if it is possible to issue an invoice at the end of the day instead of each transaction, a representative of the Tax Department cited Clause 1, Article 90 of the Law on Tax Administration, affirming that each sale must have a separate invoice, regardless of value.
In particular, those who "hunt for sales" and then resell are also considered individuals with business activities and must fulfill tax obligations. If selling directly to consumers, they use invoices from cash registers; otherwise, they use invoices with tax authority codes or authorize the floor.
At the meeting on June 17, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly voted to pass the Law on Corporate Income Tax (amended).
With 94.56% of the total number of delegates in favor, the National Assembly officially passed the Law on Corporate Income Tax (amended). The passing of the Law on Corporate Income Tax (amended) will create a clearer and more transparent legal corridor, contributing to improving the investment and business environment and encouraging business development.
