This result partly affirms the efforts and effectiveness in performing tasks of the staff, civil servants and employees of the Social Insurance sector in the area.
The number of participants increased
Announcing the results of the first 6 months of 2025, Deputy Director of Social Insurance Region I Nguyen Cong Dinh said that from March 1, 2025, Hanoi Social Insurance was reorganized and renamed Social Insurance Region I. Since April 1, when it came into operation, Social Insurance Region I's organizational structure includes 32 affiliated units (8 focal points reduced), offices, 8 professional departments and 23 district, county and inter-district social insurance. The organization of the Social Insurance agency has been gradually improved in the direction of flexibility, efficiency, professionalism, modernity, reducing focal points; reducing overlapping functions and tasks; thereby creating favorable conditions for the Social Insurance sector in performing its tasks, successfully completing assigned targets and tasks.
The results of the first 6 months of the year show that the targets assigned by the City People's Council have all achieved the set progress. Specifically, the number of people participating in health insurance (excluding the armed forces) is 8,175,922 people, an increase of 197,951 people, an increase of 2.48% over the same period in 2024; the health insurance coverage rate reaches 95.51% of the population (exceeding 0.01% compared to the assigned target in 2025); the number of people participating in compulsory social insurance is 2,200,462 people, an increase of 125,177 people, an increase of 6.03% over the same period in 2024. The number of people participating in voluntary social insurance is 112,293 people, an increase of 26,179 people, an increase of 30.87% over the same period in 2024; accounting for 3.51% of the working-age workforce (exceeding 0.01% of the assigned target for 2025).
Regarding the rate of workers participating in unemployment insurance, the number of participants is 2,133,021 people, an increase of 124,860 people, an increase of 6.22% over the same period in 2024; accounting for 45.03% of the working-age workforce (exceeding 0.03% compared to the assigned target in 2025). Estimated revenue from social insurance, health insurance, and unemployment insurance by the end of June 2025 is VND 38,306 billion, an increase of VND 6,793 billion, an increase of 21.56% over the same period in 2024. Expenditure is VND 43,272.8 billion, an increase of VND 5,783.9 billion, an increase of 15.43% over the same period in 2024... These figures partly confirm that Social Insurance Region I has promoted streamlining, effectiveness, and efficiency when operating the new model.
Identify key tasks for the last 6 months of the year
Identifying the key tasks for the last 6 months of the year, Director of Social Insurance Region I Nguyen Ngoc Huyen said that Social Insurance Region I will closely follow the direction of Vietnam Social Insurance, the City Party Committee, the City People's Council, the City People's Committee, proactively and effectively coordinate with departments, branches, and localities to flexibly implement and concretize into goals and solutions; review and develop implementation plans with appropriate methods, assign clear and specific tasks to each individual and each unit; strive to complete assigned targets and tasks.
At the same time, Social Insurance Region I will synchronously deploy groups of solutions to develop social insurance and health insurance participants; assign specific tasks to officials and employees to focus on urging collection, reducing late payment, not allowing late payment of social insurance, unemployment insurance, health insurance; regularly review the database of people who have not participated to develop a plan to propagate and mobilize people to participate in voluntary social insurance and family health insurance. The unit will continue to coordinate with departments, branches, sectors, socio- political organizations, local authorities to request support from the state budget and philanthropists to support participation in voluntary social insurance and family health insurance for the disadvantaged...
Mr. Nguyen Ngoc Huyen said that Social Insurance Region I will continue to disseminate the Party's guidelines, policies, and laws on social insurance, health insurance, and unemployment insurance, focusing on the revised Law on Social Insurance; the 2024 Capital Law; the revised Law on Health Insurance, and Resolution No. 28-NQ/TU of the Party Central Committee (12th tenure) on reforming social insurance policies.
At the same time, the unit proposed to increase the strong participation of Party committees and authorities at all levels, as well as increase communication about the responsibility, significance, and results of financial support from local budgets for social insurance and health insurance participants.
In particular, according to Mr. Huyen, the unit has communicated deeply and widely about the role, benefits, and humanity of voluntary social insurance policies and family health insurance; the meaning and value of receiving monthly pensions and receiving free health insurance cards during the entire pension period; the disadvantages when employees choose to receive social insurance at one time; communicating the benefits and procedures when going to medical examination and treatment under health insurance so that patients can monitor their own medical examination and treatment costs during the examination and treatment process at the hospital, contributing significantly to the effective management and use of the Health Insurance Fund...
