Hanoi officially tests two-level government in 126 wards and communes

Hanoi will pilot the two-level local government model from June 20-26, soon stabilizing and ensuring conditions for 126 new communes and wards to operate smoothly from July 1, 2025.

Currently, Hanoi has 9,536 cadres and civil servants assigned to 126 communes and wards. Of these, 876 people have applied for leave according to Decree 178, and the city has resolved the regime for 300 people. Hanoi currently has 903 administrative facilities in use in 30 districts, towns and 526 communes, wards and townships. After the reorganization, the city will arrange 232 houses and land to serve as headquarters for 126 communes and wards according to the principle of "one centralized headquarters" or "two dispersed headquarters" depending on specific conditions, ensuring that requirements on location, scale and working conditions are met. The process of receiving and handling administrative procedures includes 8 steps: citizens and organizations submit documents - receive documents at the administrative procedure reception location at the commune or ward level - the ward or commune chairman assigns - the head of the specialized department assigns - the specialist receives the documents - the head of the department approves - the ward or commune chairman approves - returns the results at the administrative procedure reception location at the commune or ward level. Regarding the implementation of the 2-level local government model, there are 6 contents: Collecting all information of new communes and wards - deployed; updating new administrative units on the entire iHanoi system - in progress; configuring administrative accounts and decentralizing administrative rights for new commune and ward officials using the iHanoi application management system - in progress; updating the process flow of receiving and handling field feedback to meet the 2-level local government model - in progress; testing the system according to the 2-level local government model after completing the above tasks; developing a 24/7 support scenario for commune and ward officials when officially deploying the 2-level local government model.
