Hanoi officially tests two-level government in 126 wards and communes
Hanoi will pilot the two-level local government model from June 20-26, soon stabilizing and ensuring conditions for 126 new communes and wards to operate smoothly from July 1, 2025.

(Photo: Minh Son/Vietnam+) To support 126 communes and wards in preparing for the simultaneous trial operation on June 20, Hanoi city has directed 11 working groups to work directly with communes and wards to grasp difficulties and obstacles. (Photo: Minh Son/Vietnam+) During the trial run, localities will have to come up with hypothetical scenarios, focusing on groups of public administrative procedures serving people, businesses, departments, sectors, and localities to detect arising problems and propose solutions, ensuring that the system will officially operate on July 1 without any interruptions. (Photo: Minh Son/Vietnam+) Previously, Chairman of the Hanoi People's Committee Tran Sy Thanh signed a decision to establish 30 handover teams and 126 teams to receive tasks, organizational structure, staffing, finance, assets and facilities in 30 districts, towns and 126 new communes and wards. Of these, 876 people have applied for leave according to Decree 178, and the city has resolved the regime for 300 people. There are 253 people who have not been assigned suitable positions after the reorganization. After the reorganization, the city will arrange 232 houses and land to serve as headquarters for 126 communes and wards according to the principle of "one centralized headquarters" or "two dispersed headquarters" depending on specific conditions, ensuring that requirements on location, scale and working conditions are met.
