Ho Chi Minh City guides the handling of headquarters and public assets after administrative unit arrangement

On June 20, the Ho Chi Minh City People's Committee issued an urgent document, guiding departments, branches and localities to arrange and handle headquarters and public assets when implementing the arrangement of administrative units at all levels, according to the direction of the Ministry of Finance and the proposal of the Department of Finance.

Accordingly, units must urgently develop or supplement asset handling plans, and incorporate them into the administrative unit arrangement project to be submitted to the HCMC People's Committee for approval. The handover and receipt of assets managed by the district level must be completed before June 30.

From July 1, the new Ho Chi Minh City People's Committee after the merger will inherit all the powers of the old localities. Departments such as the Department of Construction and the Department of Agriculture and Environment are responsible for advising on the handling and conversion of public houses and land functions in accordance with regulations, avoiding waste and vacancy.

The Ho Chi Minh City People's Committee also requested to update the report on handling surplus real estate periodically every week and promptly implement new regulations on decentralization of public asset management.

In case of needing to immediately change the working headquarters to meet the requirements of organization arrangement and streamlining, temporary handover and acceptance must be made, but procedures must be completed to submit to the competent authority for decision on transfer within 30 days from the date of temporary handover and acceptance.
