Prosecution of the case of impersonating a doctor, illegal medical examination and treatment, and fraud at BK Dong Yang

Ho Chi Minh City Police said that the Security Investigation Agency (Ho Chi Minh City Police) has initiated a case, prosecuted the accused and issued an order to temporarily detain Bui Phuong Ly (born in 1992), Nguyen Ngoc Phuong Duyen (born in 1998, both residing in Ho Chi Minh City), to investigate the act of "Fraudulent appropriation of property", which occurred at the business household BK Dong Yang (No. 156 Hoang Trong Mau, Tan Hung Ward, Ho Chi Minh City).

On September 10, 2025, the Internal Political Security Department (Ho Chi Minh City Police) coordinated with Tan Hung Ward Police and the Department of Health to inspect and discover that BK Dong Yang had a series of serious violations. Among them was impersonating a doctor to examine and treat patients to appropriate their property.

Initial investigation results determined that from November 2023, Bui Phuong Ly and Nguyen Ngoc Phuong Duyen contributed capital to establish BK Dong Yang, with a business registration license that only allowed them to provide services such as haircuts, shampoos, saunas, and massages.

However, this facility operates beyond its permitted scope, arbitrarily organizing illegal medical examination and treatment activities. Staff wearing white blouses, with name tags reading “doctor”, consult and “treat” hundreds of people every day, even though none of them have a medical practice certificate.

To attract customers, the group hired a filming crew, set up scenes, and hired actors to play the roles of doctors and patients. Then, they produced many false advertising videos about the ability to "100% cure" diseases such as musculoskeletal diseases, gastritis, gout, stroke, erectile dysfunction, etc.

The clips were posted massively on social networks, tagging the names of “foreign experts” such as: “Dr. Park Joo Hyung - Specialist in muscle, bone and joint rehabilitation”, “Dr. Lee Chang-Yoon - Expert in overcoming gastritis”, “Stop bad breath - BK Dong Yang bad breath specialist”…

Along with that is a team of online consultants who are always ready to text, call to offer, and promise "treatment packages without drugs, without surgery, without pain, money back if not cured".

The subjects arrange a luxurious space like an international clinic, with a "doctor" to welcome and "consult" with difficult medical terms to create trust. In just a short time, customers are "diagnosed" and suggested to be treated with high-tech machines and equipment, with service packages ranging from several million to hundreds of millions of dong.

Each employee receives a percentage of commission based on sales, so many people resort to any means to force customers to spend money. Business owners often assign targets, put pressure on employees, and force them to give more misleading advice to achieve sales targets.

Initial verification results show that from November 2023 to September 2025, BK Dong Yang defrauded and appropriated more than 18 billion VND. As a result, many victims "lost money and suffered", were not cured, and had their spirits broken, while this facility continued to advertise loudly on social networks.

Ho Chi Minh City Police request that customers who are victims of BK Dong Yang contact the Investigation Security Agency (243 Cach Mang Thang Tam, Xuan Hoa ward, phone number 0693.188.504) to report and coordinate the resolution.
