At the meeting, the Hai Phong People's Council hoped that the Ho Chi Minh City People's Council would share its experiences after operating a two-level local government. Especially social security policies; support policies on working and traveling conditions for officials and civil servants; preferential policies to attract businesses to stabilize the investment environment. Along with that is the combination of industrial development, seaport services and sea tourism to ensure that they do not negatively affect each other, especially in environmental protection.

At the meeting, representatives of departments and branches of Ho Chi Minh City discussed and shared the contents mentioned by the Hai Phong People's Council. Vice Chairman of the Ho Chi Minh City People's Council Huynh Thanh Nhan added that previously, the National Assembly issued Resolution 54 on piloting special mechanisms and policies for the development of Ho Chi Minh City. At that time, Ho Chi Minh City was assigned full authority to implement, so when problems arose, the city did not have a superior to coordinate to resolve them, leading to many contents that could not be implemented.
From that reality, when building Resolution 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, the city proactively proposed the Prime Minister to be the Head of the Steering Committee for implementation. The establishment of the Steering Committee, with the Prime Minister as the Head, has helped to promptly resolve many problems.
Currently, Ho Chi Minh City is coordinating with ministries and branches to review, propose adjustments and supplements to Resolution 98 to continue to improve and promote greater efficiency in practice.
Concluding the meeting, Chairman of the Ho Chi Minh City People's Council Vo Van Minh said that the city has recently reviewed and evaluated the consistency of policies being implemented across all 168 wards, communes and special zones of the city. In the coming time, Ho Chi Minh City will continue to thoroughly handle overlapping contents, ensuring consistency in management and operation.
The Chairman of the HCMC People's Council emphasized that any policy that is no longer suitable must be resolutely abolished. Any policy that has wide coverage, high efficiency and does not affect budget revenue must be prioritized. The review and adjustment over the past time has received high consensus from units, creating a basis for the city to effectively implement.
He also informed that Ho Chi Minh City is reviewing waste treatment technology throughout the area, on that basis, establishing a new plan and organizing a bidding process to select suitable investors. Currently, the household waste collection system has basically reached each household, and the cost is paid by the people. The remaining issue is choosing an effective unit to transport, collect and treat waste, because the "clean and beautiful" factor depends on many related stages.
Comrade Vo Van Minh said that in recent years, the concentration of labor in the southern region has created great pressure on population and infrastructure. Therefore, Ho Chi Minh City has determined that the current policy is not to continue to attract more unskilled laborers, but to adjust in the direction of reducing population pressure and improving the quality of human resources. Freelance labor will operate according to the law of supply and demand of the market, while high-quality labor depends on the attraction and demand of the large urban economy.
In training, in recent times, Ho Chi Minh City has mainly focused on civil servants and public employees, especially in the fields of education and health, to improve their capacity to serve the people. However, the policy of supporting training costs for businesses in human resource development is still a gap that needs to be researched and improved in the coming time. He hopes that the leaders and People's Councils of the two cities will continue to proactively exchange and coordinate closely.
