
Regarding the Draft Law on Planning (amended), Deputy Nguyen Thi Yen (HCMC) said that there must be clear decentralization and delegation of authority in planning implementation to avoid overlap and difficulty in implementation. “I propose that the level that approves the planning should decide on planning adjustments. The recent Law on Planning has a short lifespan, is frequently adjusted, and greatly affects the people. Therefore, it is necessary to ensure the stability of the planning law,” said Deputy Nguyen Thi Yen (HCMC).

The issue of planning must be updated and made public, and people must know all information about the planning is also the opinion of some delegates.
Delegate Nguyen Van Loi (HCMC) said: Planning information must be made public for people to know, so that they know the future development of that area, of the land they live in, must be made public on digital platforms, national and local exhibition centers. Delegate Nguyen Minh Duc agreed with Delegate Nguyen Thi Le's opinion that planning information must be made public and transparent for people to know, to avoid the situation where people are "surprised" when they see their land in the planning.

Delegate Nguyen Quang Huan (HCMC) agreed on the authority to organize planning: The Government organizes the establishment of national master plans; ministries organize the establishment of national marine spatial planning, national land use planning, sectoral planning and regional planning; Provincial People's Committees organize the establishment of provincial-level planning.
However, Deputy Hoang Van Cuong ( Hanoi ) proposed that the national master plan, national land plan, and national sea space plan must still be approved by the National Assembly. Sectoral plans must still be established by an inter-sectoral council and the Prime Minister must approve them to avoid the separate nature of each sector.
The opinions of the HCMC delegation also agreed that it is necessary to ensure that the lower planning principle must be consistent with the higher planning, and at the same time, the HCMC planning must be separate, ensuring the nature of a super city.
Delegate Tran Anh Tuan (HCMC) said that it is not necessary to have detailed industry planning, no need for regional planning, but "just need to have a national master plan, industry and provincial planning is enough".

Delegate Nguyen Van Loi (HCMC) raised the issue: If the provincial planning has to wait for the master plan and sectoral planning, it will easily take 2-3 years, the entire term. Therefore, it is proposed to allow simultaneous planning to ensure time: any issue that does not go against the Central Government should be done by the locality, and any issue that goes against the Central Government should be reported.
Delegate Nguyen Van Loi also proposed integrating zoning plans, urban and rural plans into the master plan, because the master plan on socio-economy already includes everything.

Delegate Nguyen Minh Duc (HCMC) is concerned about the issue of suspended planning, which has huge consequences, causing people to face great difficulties, not being granted permits for construction, repair, or transfer. The adjustment of planning needs to be done well, not to become a "debt" to the people. The delegate also believes that the most important thing is to avoid conflicts between plans.

Deputy Nguyen Truc Anh (Hanoi) said that the national master plan is very important, determining the country's vision and development strategy for how many years. Therefore, the Deputy proposed that the Strategic Policy Committee be the unit in charge of making this plan and it must be reviewed and supplemented every 5 years, and must be linked to congresses. The national plan in the draft Law on Planning (amended) must be the basis for providing measurable indicators, and must be able to evaluate what that plan will be like.
The national master plan must be linked to the Law on Statistics and national master data, because the planning indicators must be correct and substantial. The rest, specialized plans should not be rigid, because life is always changing, specialized ministries and the Government should proactively propose plans to serve as a basis for determination.
Notably, Deputy Nguyen Truc Anh proposed to establish a "planning police" to monitor planning implementation and raise awareness of planning implementation.
Commenting on the Draft Law on amending and supplementing a number of articles of the Law on Urban and Rural Planning, Deputy Nguyen Quang Huan (HCMC) raised the question of whether this law is necessary, because urban and rural planning should be included in the national master plan, and what belongs to the landscape should be included in the industry's planning.
Delegate Pham Trong Nhan (HCMC) proposed to consider planning HCMC and Hanoi as special urban areas and to soon pass the HCMC special urban law. Delegate Nguyen Van Loi also proposed to assign HCMC to plan the HCMC super urban area.
Delegate Nguyen Truc Anh (Hanoi) suggested that in the planning of provinces and cities, there should be only one plan, not many plans to avoid waste; in the general planning, it should be regulated at 1/10,000 and the detailed planning at 1/2,000 or 1/500 up to 1/1,000 (depending on the specific characteristics of the area) and it is reasonable to leave it to the locality to decide. When the planning project is completed, it must be made public to the people; it is necessary to decentralize the approval of plans from subdivision to detailed urban design and landscape architecture to the commune.
