Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that the Southern axis road project of the old Ha Tay province has begun to be actively implemented, and investors and units have committed to completing it by 2025.
Committed to completing the project by 2025
At the question-and-answer session of the 20th session of the Hanoi People's Council on December 11, answering the question of delegate Nguyen Bich Thuy (Cau Giay group) about the progress of the implementation of the southern axis road project of the old Ha Tay province, Director of the Department of Transport Nguyen Phi Thuong said that according to the general progress in documents related to the project, the City People's Committee has directed that the project must be completed in 2025.

Regarding the project implementation status, the units have completed construction and put into operation 18.5km, the remaining 23km, of which 14km is in Ung Hoa district and 9km is in Phu Xuyen district.
Regarding the site clearance situation, out of 23km within the project area, 20km have been cleared; currently, 3km remains, mainly in Ung Hoa district, with the main problem related to 23 resettled households. The district People's Committee has committed to completing the work in the second quarter of 2025.
The second major problem is the approval of project adjustment. This project is a transition from the BT investment model of the former Ha Tay Provincial People's Committee. To resolve common problems of transitional projects, the Government will report to the National Assembly for comprehensive solutions.
Further clarifying, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that recently, Phu Xuyen and Ung Hoa districts have tried to implement the project after a long period of stagnation and both committed to completing it in the first quarter of 2025.
With the cleared land, the investor is continuing construction. Specifically, the construction of the section from Km 18+560 - Km 19+900 is expected to be completed on April 30, 2025; the connecting section from Km 19+900 - Km 41+500 is under construction of the roadbed and service road. At the same time, the investor is deploying bridges on the routes.
"The project has begun to be actively implemented. The investor and the units are committed to completing the project by 2025," the Vice Chairman of the City People's Committee affirmed.

Responding to the counterpart projects to build 3 new urban areas related to the North-South axis road project of delegate Nguyen Minh Duc (Hoang Mai group), Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that for the 2 new urban areas Thanh Ha A, B (Thanh Oai district) that have been and are being implemented, the City People's Committee synchronously directs related issues such as: Managing violations, managing investment policy adjustments, managing detailed planning adjustments to complete these 2 urban areas, and at the same time, handling water supply issues.
The Southern axis road project of Ha Tay province (old) is 41.5km long, starting at the intersection of Phuc La - Van Phu road (Kien Hung, Ha Dong), ending at the intersection of National Highway 1A - the section below Gie bridge (Chau Can, Phu Xuyen).
The route is designed to be 40m wide with 6 lanes, running through Ha Dong, Thanh Oai, Ung Hoa and Phu Xuyen districts.
The project is divided into two phases with a total investment of more than 6,000 billion VND. The investment capital is matched by land use fees of 3 projects: Thanh Ha A Urban Area (195.5ha), Thanh Ha B Urban Area (193.22ha), My Hung Urban Area (182ha).
In 2008, the project was implemented and was scheduled to be completed in 2014. However, the completion date of the route was not as originally planned.
For My Hung New Urban Area, there is an investment policy and detailed planning 1/500. On this basis, the City People's Committee continues to direct the completion of all 3 areas for normal operation.
The legal factors related to the project all guarantee the rights of investors. In fact, investors are carrying out their work normally.
Complete 4 traffic resolutions in 2024
Concerned about the development of the city's transport infrastructure system, delegate Nguyen Minh Duc (Hoang Mai group) stated that at the December 2023 meeting, the City People's Committee committed to submitting to the City People's Council by the fourth quarter of 2024 an amendment to Resolution No. 07 dated July 10, 2019 on prioritizing the development of a mass public passenger transport system, encouraging investment in the construction of stations, parking lots and high-tech motor vehicles in the management and operation of the transport system.
However, up to now, the City People's Committee has not yet submitted it to the City People's Council. Delegates requested the Department of Transport to clarify why it has not yet consulted the City People's Committee and when will it submit the above adjustment content?

Responding to delegates, Mr. Nguyen Phi Thuong said that the reason for the delay in adjusting the Resolution is due to the implementation of the amended Law on the Capital City. The city is drafting and implementing 4 resolutions to specify Article 30 of the Law, including contents related to Resolution No. 07.
It is expected that these four resolutions will be completed in 2025 according to the plan of the City People's Committee. Particularly, the content related to buses has been separated into a separate thematic resolution.
Regarding the upcoming resolutions to implement the Capital Law, delegate Nguyen Minh Duc suggested giving maximum priority to the development of mass public passenger transport, especially buses. Because roads for vehicles such as BRT or buses are becoming "weak" in the transportation system.
