This new resolution was issued to ensure legality and compliance with new regulations of the Central Government related to tuition policies, extra teaching, extra learning and organizing 2-session teaching/day.
Accordingly, Hanoi maintains the list and ceiling prices of most services serving and supporting educational activities in current regulations (Resolution 03/2024/NQ-HDND of the City People's Council).
Specifically, the ceiling prices for boarding care services remain at VND235,000/student/month; boarding equipment services for preschool level are VND200,000/student/school year, for primary and secondary levels are VND133,000/student/school year.

Maintain the ceiling price for after-hours childcare and student care services at 12,000 VND/student/hour.
For extracurricular educational services, the ceiling is also kept at 15,000 VND/student/lesson. However, the resolution clearly states that the scope is activities that do not include the content in the program and the 2-session study duration as prescribed by the Ministry of Education and Training.
Hanoi has removed the list of fees for additional training services for cultural subjects. This is to ensure compliance with regulations under Circular 29 of the Ministry of Education and Training on additional teaching and learning.
A notable change in the collection list is that there is no longer a 2-session/day service for secondary school level to collect money from students.
This is to ensure compliance with the regulations under Prime Minister's Directive No. 17 on organizing 2-session teaching/day; Official Dispatch 9179/BTC-NSNN of the Ministry of Finance on arranging funding for organizing 2-session teaching/day; Official Dispatch 4567 of the Ministry of Education and Training on instructions for organizing 2-session teaching/day.
Regarding the revenue and expenditure mechanism, the school bases on the city's ceiling to build a cost estimate, determine the specific revenue level and must be agreed upon in writing with parents on a voluntary basis.
In addition, the school is free to decide on expenses to provide services, ensuring reasonableness and compliance with internal spending regulations.
Educational institutions shall publicly collect and spend service fees to serve and support educational and training activities according to regulations.
The resolution will be applied from the 2025-2026 school year and will not apply to high-quality public schools.
