According to Director of Hanoi Department of Culture and Sports Bach Lien Huong, social security beneficiaries are special subjects including: People with meritorious services to the country, vulnerable groups in society, the elderly, people with disabilities, poor health, and cognitive difficulties. Therefore, the State needs to pay attention and have maximum support mechanisms to ensure the psychology and life of the beneficiaries. The issuance of social security mechanisms and policies from the central to local levels is always considered a key task and priority for implementation to improve the quality of social security for the people.
The subjects of application are agencies and units implementing social security payments under the City People's Committee, social security beneficiaries receiving subsidies in the city, and social security beneficiaries receiving monthly subsidies according to the city's specific policies.
Based on the above regulations and practical situation, the City People's Committee has determined the following types of support fees: Payment fee at the NAPAS counter for those opening bank accounts in other systems (money transfer fee for policy beneficiaries); cash withdrawal fee from ATM for those opening bank accounts in other systems; annual fee; domestic debit card issuance fee (ATM card issuance fee).
The support cost is transferred directly to the beneficiary's personal account according to the subsidy payment period. The cost of issuing a domestic debit card is supported only once when the card is issued.
Currently, the number of social security beneficiaries in Hanoi who are registered for payment through accounts is about 277,239 people, of which: 194,033 people are social protection beneficiaries; 83,206 people are social security beneficiaries receiving monthly allowances according to the city's special policies (73,011 meritorious people are receiving according to Resolution No. 02/2025/NQHDND dated April 29, 2025, 10,195 beneficiaries of special social assistance policies according to Resolution No. 09/2021/NQ-HDND dated September 23, 2021 and Resolution No. 17/2021/NQ-HDND dated December 8, 2021 of the City People's Council).
According to the above support fee level, the estimated budget for implementing the social security payment support policy in Hanoi after the resolution is issued is 18.9 billion VND. The source of funding for implementing the support policy is from the city budget, guaranteed according to decentralization.
