On the afternoon of August 28, the Organizing Committee of the 80th Anniversary of the August Revolution and National Day of September 2 of Hanoi held its 4th meeting. The meeting was chaired by Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh, Head of the Organizing Committee, to review the overall situation and direct urgent tasks in the final stage.
Careful preparation and ready plans
Reporting at the meeting, Deputy Director of the Hanoi Department of Culture and Sports Pham Xuan Tai, representative of the Standing Office of the Organizing Committee, said that the specialized subcommittees and departments and branches have closely followed the direction, proactively implemented all plans, and ensured the set progress.
Regarding the parade service, the Subcommittee has closely coordinated with the forces of the Ministry of National Defense and the Mobile Police Command to unify the assembly and training areas. Special attention has been paid to logistics for the people. The city has deployed the erection of 11 tents at 5 key locations, installed 4 large LED screens and completed the system of 665 loudspeakers along the roads.

To ensure environmental sanitation, a total of 1,012 public toilets have been arranged, including 230 new mobile toilets and 400 toilets mobilized from agencies and households. The Department of Agriculture and Environment directed a quick general cleaning after the preliminary review, by 11:00 p.m. on August 27, the square area and main roads were basically clean.
Regarding security, the Security, Order and Traffic Subcommittee has made detailed plans for crowd control and traffic diversion. Through joint training sessions, the City Police and the Capital Command have seriously learned from experience and promptly handled violations such as illegal parking, arranging seats for profit, and using fake delegate cards.
Tighten security, not allowing even the smallest mistake
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh praised the efforts of the units, but also emphasized that the remaining workload was huge, requiring absolute concentration. He requested the Subcommittees to complete their tasks as best as possible, from security, reception to logistics and healthcare.
Regarding traffic issues, Chairman of the City People's Committee Tran Sy Thanh requested that units arrange invitations and security cards for the right subjects, and prioritize the option of delegations sharing cars to reduce congestion. In response to the proposal of the Department of Culture and Sports, options to extend bus operating hours and adjust the frequency of urban railways during peak days were also considered to best serve the people.
Security is the top priority. Chairman of the City People's Committee Tran Sy Thanh emphasized: "Delegates attending the ceremony on the morning of September 2 at the Ba Dinh Square grandstand must have an invitation and a delegate card to ensure absolute safety and security for the event." He directed that the use of hydrogen-filled balloons in the areas where the ceremony takes place must be strictly controlled and absolutely prohibited. The City Police were assigned to closely coordinate with the Guard Command to prevent people without tickets from entering the grandstand area.
Finally, Chairman of the Hanoi People's Committee Tran Sy Thanh called on localities to increase propaganda so that people and tourists can practice civilized lifestyles, maintain public hygiene, and "absolutely comply with the direction of functional forces when participating in commemorative activities". He requested that the situation of spontaneous tents and tarpaulins encroaching on roads and sidewalks not recur, ensuring the solemnity of the Great Ceremony.
