Implementing the Prime Minister's instructions on quickly overcoming the consequences of storm No. 10 and proactively responding to storm No. 11, Chairman of Hanoi People's Committee Tran Sy Thanh requested Directors, Heads of departments, branches, and Chairmen of People's Committees of wards and communes to be aware of and thoroughly grasp the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters, the risk of disasters on disasters, multiple natural disasters (storms, floods, flash floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, and appropriately to developments in each locality and each time, ensuring the safety of people's lives and property; continue to seriously and effectively implement the directions of the Central Government and the city.

Due to the influence of storm No. 10, Hanoi has had prolonged heavy rain, many areas have been severely flooded.
Overcoming the consequences of storm No. 10 and rain and floods
The Chairman of the Hanoi People's Committee requested units and localities to urgently complete the review, assessment and statistics of damage caused by storm No. 10, heavy rains, flash floods and landslides; focus on supporting people who still have to evacuate, relocate, repair houses, and fix essential infrastructure, especially flooded areas and unresolved incidents. At the same time, combine cleaning, clearing water flows, lowering lake water levels, and draining buffer water on the inner and outer city drainage systems to be ready to respond to storm No. 11; direct environmental sanitation; restore production, business, service and goods circulation activities, especially agricultural production; mobilize the community and businesses to share and support people in disaster areas to overcome difficulties and soon stabilize their lives.
The Chairman of the City People's Committee emphasized that the Chairmen of the People's Committees of wards and communes must closely monitor weather warning bulletins and forecasts, promptly notify and guide people to take precautions; focus on leadership and direction to be ready to deploy response measures, ensure the safety of people's lives, especially the elderly, children, students, and vulnerable groups; protect houses, warehouses, agency headquarters, schools, medical facilities, dyke systems, dams, infrastructure works, agricultural production; review and prepare evacuation plans, relocate residents before the storm makes landfall; deploy rescue and relief in bad situations; arrange forces to direct traffic, limit people from going through underground, overflowing, deeply flooded roads, fast-flowing water, and landslide areas; strengthen inspection of the dyke system, fully prepare forces, materials, and means to respond, patrol and guard to protect dykes during the rainy and flood season.
The telegram also clearly stated that localities must pay special attention to evacuating people and moving assets away from dangerous landslide areas, low-lying terrain, areas often deeply flooded, areas close to river banks, incident points, landslides, isolation; including the sandbank in the middle of the Red River in Hong Ha ward and Minh Chau commune; communes of Ba Vi, Yen Xuan, Quoc Oai, Suoi Hai, Kieu Phu, Phu Cat, Ha Bang...; communes directly affected by forest floods across Xuan Mai, Phu Nghia, Quang Bi, Tran Phu, Hoa Phu.
Require departments and branches to ensure information, electricity, health and education
For the Capital Command and the City Police, the Chairman of the City People's Committee requested to be ready to arrange forces and means to coordinate with relevant forces to prevent, combat, and respond to natural disasters, prevent and fight fires, and rescue at key facilities and projects, and guide traffic flow and regulate road, waterway, and railway traffic when the storm makes landfall.
The Director of the Department of Agriculture and Environment directs the coordination with the Department of Construction, the Departments of Agriculture and Environment of neighboring provinces to operate and regulate the drainage system to prevent and combat flooding effectively in the City. At the same time, direct the Irrigation Companies to coordinate with the People's Committees of wards and communes to be ready to deploy plans to prevent and combat flooding, protect agricultural production and aquaculture (for areas that have not been harvested); proactively drain buffer water, lower the reservoir water level, operate drainage works in the area to ensure suitability for each drainage area. The Director of the Department of Construction directed the Hanoi Drainage One Member Co., Ltd., Hanoi Green Parks One Member Co., Ltd., Urban Lighting and Equipment One Member Co., Ltd., clean water supply units, to coordinate with localities and related units to increase on-duty, be ready to promptly deploy the work of preventing and combating flooding in the inner city, coordinate the operation, handle drainage to prevent flooding in the suburbs, pay special attention to flooded areas in the inner city from storm No. 10...
The Director of the Department of Industry and Trade directs the inspection of the reserve of essential goods for disaster prevention and control, the timely and adequate supply of food, goods, essential materials for storm, flood, rain, inundation, natural disaster prevention and control, ensuring people's lives and stabilizing the market. The Director of the Department of Health directs the preparation of adequate medicines, medical supplies, and mobile emergency teams ready to support emergency cases caused by natural disasters; ensuring environmental sanitation, organizing environmental sanitation teams to prevent epidemics after storms, especially in flooded areas affected by rain, storms, floods, and natural disasters.
The Director of the Department of Education and Training directs inspections and is ready to deploy plans to ensure safety for teachers and students, school facilities and classrooms in the city when natural disasters occur; based on the developments of rain, storms and floods in the area, proactively direct students at all levels to stay home from school to ensure the safety of students and teachers...
