During the days of storm No. 10, the rain poured down. The small stream that used to flow gently suddenly became fierce, rushing and rolling, carrying tons of rocks and trees from the high mountains down, burying and breaking the only roads and roofs of houses that were already simple. Dozens of villages were completely isolated, without electricity or communication, and food reserves began to run out.
However, instead of sitting and waiting for rescue, the local forces quickly took action. The Party Secretary, the Chairman of the Commune People's Committee, along with officials, police forces, and militia quickly arrived, "together" with the people: eating together, living together, and working together.


Mr. Trinh Xuan Thanh - Secretary of the Party Committee of Son Luong commune, confided: When isolated and facing difficulties, people expect and need us the most, we must find a way to reach the people by all means.
After storm No. 10, the only 7km long road from Nam Muoi (old) to Giang Pang village suffered serious landslides; the 9km long section from Giang Pang to Lang Manh almost completely collapsed with more than 100 landslides, in some places the rock and soil slid up to 200 meters, creating a huge falling mass.
The floods also caused 3 households to have their houses completely collapsed, 6 households to be severely damaged, dozens of houses to be buried by rocks and soil, and agriculture to be severely devastated. Meanwhile, in Giang Pang and Lang Manh, there is no national grid electricity, and the phone signal is unstable.

Immediately, Son Luong commune established working groups to walk dozens of kilometers, approaching Giang Pang and Lang Manh villages to direct and organize forces with people to overcome the consequences of natural disasters, soon stabilize life, and at the same time, visit, encourage and support households whose houses collapsed or were severely damaged.

For collapsed houses, the commune directed the arrangement and provision of temporary accommodation at relatives' houses and kindergartens. At the same time, the local budget was advanced to initially support each household with 1 million VND; local human resources were mobilized to support people in cleaning up and searching for their belongings.
Next, 5 relief and supply teams were also established to bring food, necessities, and medicine over the mountains to Lang Manh and Giang Pang. The Party Secretary of the commune himself also stood up to connect and call for help from the community for the 2 isolated villages. Volunteer groups and the commune government overcame difficulties to bring rice and cash to support the damaged households with a total cost of more than 100 million VND. The commune also urgently reported to the Provincial People's Committee, proposing support. Currently, excavators are urgently leveling and digging the road to Giang Pang.
Excavators have actively repaired the largest landslide in Giang Pang stream. As for the road to Giang Pang village, the commune government and villagers have used hoes and shovels to temporarily repair it. Up to now, 8 km of the road to Giang Pang and Lang Manh has been cleared, allowing Win motorbikes to travel; from Giang Pang to Lang Manh, only 1 km has been cleared, the remaining 8 km have been seriously eroded, and cannot be repaired by human power. The commune has requested the province to mobilize mechanical vehicles to urgently repair and break the isolation of Lang Manh.
Similarly, Nam Mien village, Duong Quy commune was also completely isolated and severely affected after storm No. 10 made landfall. On the morning of October 2, after more than 3 hours of walking through many landslides and difficult terrain, the working group of Duong Quy commune reached Nam Mien village.

Immediately after arriving, the working group coordinated with local forces to conduct an inspection and make a preliminary assessment of the damage. According to Mr. Pham Duc Huan - Chairman of the People's Committee of Duong Quy commune, through statistics, Nam Mien village has 5 households that lost all their property due to the flood, 6 households suffered 70% damage and are at risk of further landslides. These households have been temporarily housed in neighboring houses.
We have encouraged the people to maintain their spirits to stabilize their lives soon; at the same time, we have urgently mobilized more youth forces and machinery to clear landslides on the main road, so that motorbikes can go to the isolated village.
In Mo Vang commune, there are currently 2 isolated villages: Khe Long 2 (64 households with 420 people), Khe Long 3 (103 households with 595 people). Mr. Do Cao Quyen - Chairman of Mo Vang commune People's Committee said: The commune is currently arranging 3 excavators, day and night leveling rocks and soil on the road to Khe Long 3, Khe Long 2. It is expected that by the end of today (October 5), the isolation of Khe Long 3 village will be broken, Khe Long 2 is expected to be open in about 2 more days.

To ensure food for the people, the commune mobilized youth to transport 500 kg of rice by walking nearly 5km into the isolated area. Houses collapsed, people were arranged to stay at the village chief's house. A plan to send children to school on October 6 if the weather is stable has also been arranged, with human resources and vehicles ready to support taking children to school.

Clearly, during the most stressful days, the cadres and party members in the localities affected by natural disasters, especially the isolated areas, clearly demonstrated their sense of responsibility to serve the people. Directive documents were issued promptly, and local forces were fully utilized.
The "four on-the-spot" motto (on-the-spot command, on-the-spot forces, on-the-spot means, on-the-spot logistics) is clearly defined, contributing to minimizing damage, maintaining security and order, and preventing panic and loss of control.

Officials and people joined hands to open the way and break the isolation.
Local leaders were not afraid of difficulties, hardships, or dangers and were directly present at the scene. Together with the people, handle landslides, rebuild temporary bridges, and ensure food and drinking water for isolated households.
In addition, the communes have promptly petitioned superiors for urgent support in terms of funding, materials, and machinery. Specific proposals have been made into detailed reports to the Provincial People's Committee. These are fundamental, long-term solutions to restore people's lives and rebuild essential infrastructure.

Not only concerned with the immediate situation, local authorities have also proactively reviewed and compiled a list of damaged households, as a basis for implementing support policies on housing, crops, and livestock after the storm; gifts and essential necessities have been promptly delivered to isolated people, ensuring that no one is left behind.
Mrs. Lo Thi Thinh, Khe Long 2 village, Mo Vang commune, emotionally recounted: The day the house collapsed, the village was isolated again, I was only worried about hunger, illness and fear of further landslides. Luckily, the village arranged a safe place for me. Early in the morning, Secretary Trung and Chairman Quyen waded into the mud, their clothes dirty and soaked, both encouraging the people to overcome the difficulties and bringing rice to support. At that time, I could not hold back my tears. Thank you very much to the government and the officials. Without you, we villagers would not know how to manage.

Now the temporary road is open, life is gradually stabilizing, but the image of the cadres not afraid of difficulties and dangers, ready to come to the people, dig the road with the people, clear mud, rocks and always encourage people to try, we will never forget.
The efforts of the grassroots cadres in overcoming the consequences of storm No. 10 are not only a fulfillment of responsibility but also a deep sentiment, affirming the Party and Government's support for the people in all circumstances. This has added motivation to help people be resilient and steadfast in overcoming the difficulties of natural disasters and soon stabilize their lives.
