On the morning of October 10, in Hanoi, Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Reward Council attended the Patriotic Emulation Congress of Hanoi city for the period 2025-2030 organized by the Hanoi Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee.

Also attending were comrades: Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee; General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; Vo Thi Anh Xuan, Party Central Committee member, Vice President, First Vice President of the Central Emulation and Commendation Council; leaders of ministries, branches, and central agencies; 600 delegates representing typical advanced collectives and individuals, good people, and outstanding good deeds in the patriotic emulation movement of Hanoi city in the period of 2020-2025. On this occasion, General Secretary To Lam sent a flower basket to congratulate the Congress.

In the 2020-2025 period, the Capital's patriotic emulation movements have developed extensively, with many good models and creative approaches, contributing to building the Capital increasingly rich, civilized and modern. Despite the turbulent period, the Covid-19 pandemic, the process of socio-economic recovery and organizational restructuring, the emulation movement still took place vigorously, creating motivation to overcome difficulties, arousing the spirit of solidarity and innovation. The movement "Capital's Initiatives and Creativity" became a bright spot, with nearly 5,000 initiatives recognized as having practical application effectiveness. The city also actively responded to the movement "The whole country joins hands to build new rural areas" which was recognized by the Prime Minister to complete the task of building new rural areas in 2024, finishing one year ahead of schedule.

The movement "The whole country joins hands for the poor - leaving no one behind" has been effectively implemented. By the end of 2024, the city will have no more poor households, the number of near-poor households has decreased to nearly 10,000 households. In parallel, many other movements have also brought practical results: "Food safety", "Administrative reform", "Financial autonomy of public service units", "Enforcement of the Capital Law"... The movements are all linked to political tasks, implemented methodically, substantially, avoiding formalities.

According to the Hanoi City Emulation and Reward Council, regarding the results of patriotic emulation movements in the economic field, the city has led the timely, synchronous, creative and effective implementation of major policies and guidelines on economic development of the Central Government and the city. The city continues to innovate the growth model, focusing on directing the promotion of restructuring the capital's economy based on the application of science, technology and innovation, achievements of the Fourth Industrial Revolution; improving quality, competitiveness and labor productivity; actively integrating into the international economy, developing the capital quickly and sustainably; focusing on economic development associated with cultural development, ensuring national defense, security and social security, contributing positively to the country's growth.

At the Congress, Prime Minister Pham Minh Chinh awarded the title of National Emulation Fighter to two outstanding individuals. Secretary of the Hanoi Party Committee Bui Thi Minh Hoai and Vice President Vo Thi Anh Xuan awarded the title of “Outstanding Capital Citizen” in 2025 to 10 individuals. On this occasion, many individuals were honored with the title of “Good People, Good Deeds” in 2025.

Speaking at the Congress, Prime Minister Pham Minh Chinh emphasized that in the exciting and heroic atmosphere of the 71st anniversary of the Liberation Day of the Capital, the whole country is striving to compete to achieve achievements to welcome the 14th National Party Congress and the 11th National Patriotic Emulation Congress, in the capital Hanoi "a thousand years of heroic culture" - City for peace, City of conscience and human dignity, the heart of the whole country, the Prime Minister is very happy and moved to attend the Patriotic Emulation Congress of Hanoi city for the period 2025-2030 - an important political-social event, a forum to honor the spirit of patriotism, the aspiration to rise up and the strength of great solidarity of the Party Committee, government, army and people of the heroic Capital.

On behalf of General Secretary To Lam, the leaders of the Party, the State and the Central Emulation and Reward Council, the Prime Minister cordially sends to the delegates, comrades and all the people and soldiers of the Capital the most respectful greetings, affectionate regards and best wishes! The Prime Minister stated that more than 77 years ago (June 11, 1948), President Ho Chi Minh issued the Call for Patriotic Emulation, officially launching the patriotic emulation movement nationwide. He pointed out: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic...". Since then, the spirit of patriotic emulation has become a great source of strength, a flag of the will and determined actions of our entire Party, people and army.

In recent times, with the role of the national political-administrative nerve center, a major center of culture, science, education, economy... of the whole country, promoting the spirit of "Hanoi is a model for the whole country", the Capital has taken the lead in implementing extensively, practically and effectively patriotic emulation movements to create a vibrant competitive atmosphere, arouse the desire to contribute, unlimited creativity and mobilize the combined strength of all levels, sectors and the entire people, striving to complete and exceed the set targets and tasks of socio-economic development.

Through the Report as well as following the Congress, the Prime Minister summarized the patriotic emulation movement of the Capital over the past 5 years specifically in "20 words": "positive changes - rich in unique identity - constantly creative - spreading confidence - promoting development".

It can be affirmed that the growth, development and growth of the Capital today have important contributions from the patriotic emulation movement. On behalf of the Party and State leaders and the Central Emulation and Reward Council, the Prime Minister commended and highly appreciated the efforts and endeavors of the entire political system, people and businesses of the Capital; warmly commended the achievements of Heroes, emulation fighters, advanced models, outstanding Capital Citizens, examples of "good people, good deeds" - you are truly beautiful flowers in a beautiful flower garden, contributing to the outstanding general achievements of the Capital in the past 5 years.

Frankly acknowledging that the emulation movement in the recent period of Hanoi city still has some concerns and wishes for better as pointed out in the Report, the Prime Minister asked the comrades to clearly point out the causes, especially subjective causes and draw valuable lessons; on that basis, propose directions, tasks and solutions to make the emulation movement in the coming period of the capital more substantial, effective, highly influential, mobilizing positive response and widespread participation of the masses, contributing to building and developing the capital to become more modern, civilized, cultured and sustainable.

The Prime Minister emphasized that we are entering the final months of 2025 - a peak period for the whole country and Hanoi to strive to complete and exceed the national development goals and targets set by the 13th National Party Congress, in a context of more difficulties and challenges than opportunities and advantages. This is an important time for Hanoi to seize the opportunity, accelerate actions, promote all its unique potential, outstanding opportunities, competitive advantages, pioneer, be exemplary, take the lead, be proactive, lead, and inspire the whole country in all activities and patriotic emulation movements.

Emulation and reward work is an important driving force, an endogenous strength in socio-economic development, building the Party, government and political system of the Capital to be increasingly clean and strong. Therefore, the emulation movements of the Capital in the new period must also have a stronger breakthrough development, more substantive and effective, in order to meet the requirements and tasks being set for Hanoi in the new context. Accordingly, the Prime Minister suggested that Hanoi focus on implementing "5 focuses - 3 nos - 1 goal" in building the emulation movements of the Capital:

“5 focuses”: Building a clean, strong, disciplined, disciplined, development-creating Party, government and the entire political system, close to the people, serving the people; Promoting economic restructuring associated with innovation of the growth model towards green, digital, circular, based on science and technology, innovation and digital transformation; Creating breakthroughs in rapid and sustainable development, especially focusing on building “open institutions, smooth infrastructure, smart governance”; Developing people comprehensively in morality - intelligence - physique - aesthetics, focusing on developing high-quality human resources; Developing a thousand-year-old culture to become an important endogenous strength, a driving force for the development of the Capital; culture contributes to spreading emulation movements throughout society and all people.

“3 no’s”: No superficiality, formality - No boasting, empty talk, “talking but not doing” - No “doing ineffectively” and lacking the people’s response. “1 consistent goal”: continuing the nation’s journey of “Independence - Freedom - Prosperity - Happiness”, leading the country steadily towards socialism.

The Prime Minister requested that all levels and sectors of the Capital continue to promote President Ho Chi Minh's patriotic emulation ideology in all work; closely follow the viewpoints and directions of the Central Committee, especially the orientations for Hanoi's development to 2030, with a vision to 2045 and the direction of General Secretary To Lam at the recent working session with the Standing Committee of the Hanoi Party Committee, to concretize them into tasks, goals, action programs, and specific implementation plans, with a breakthrough vision, developing the Capital into a center of science, technology, and innovation not only in Vietnam but also in the region and the world.

The Prime Minister requested that more than 600 delegates who are typical advanced models and Emulation Fighters attending the Congress continue to set good examples, promote their capacity and intelligence, constantly strive and try, always be the core force, the typical "nucleus" of patriotic emulation movements in agencies, units and localities, be the "flame of emulation" that always burns bright, so that everything needs emulation, so that emulation initiatives always exist every day, "permeate" into the social community with the spirit of "emulation is sowing; reward is harvesting; sowing must be appropriate and effective; recovery must be timely and widespread".

The Prime Minister emphasized that during his lifetime, President Ho Chi Minh once advised: “The whole country looks to our capital. The world looks to our capital.” Hanoi is known as the heroic capital, the capital of culture, civilization, modernity, the capital of conscience and human dignity, the city of peace, where the soul of the thousand-year-old mountains and rivers rests, the face of the nation, the symbol of gallant, elegant, graceful and loyal people.

The mission, trust and responsibility placed on the Capital are extremely heavy but also very glorious. With the spirit of "Hanoi for the whole country. The whole country for Hanoi", the people of the whole country are looking forward to the leading role, the pioneering mission, and the development creation of the Capital Hanoi. This requires the entire political system and the people of the Capital to raise high the flag of exemplary emulation, high determination, great efforts, drastic and effective actions, and successfully implement the set goals and tasks, so that Hanoi is always the pride of the country, always the trust of the people, not only a growth pole, but also the driving force for development of the whole region and the whole country; a place to "Bring out talents; Unleash intelligence; Spread humanity; Harmonize with nature; Progress with the times".

The Prime Minister believes and hopes that, with the tradition of solidarity, efforts and emulation of the Party Committee, government and people of the Capital, the patriotic emulation movement of Hanoi city in the coming time will reap many new successes and victories, making Hanoi the socialist capital as the wish of beloved President Ho Chi Minh, worthy of the title of heroic capital "Cultured - Civilized - Modern", the capital that forever shines with conscience and human dignity.
