Hanoi pioneers in the new revolutionary stage

1. In the meeting with voters of Constituency No. 4 (Gia Lam district and Hoang Mai district) before the ninth session of the 15th National Assembly on the afternoon of April 17, Politburo member, Secretary of the City Party Committee, Head of the Hanoi City National Assembly Delegation Bui Thi Minh Hoai, when sharing with voters about the city's administrative unit arrangement, affirmed: "With the responsibility of the Capital, Hanoi City has been proactively, actively, and urgently implementing important political tasks. In the work of arranging commune-level administrative units, the city will carry out the work in the spirit of "running and lining up", very urgently, but must be stable and orderly; at the same time, not to interrupt or affect the work".

The responsibility of the Capital is to be a pioneer and exemplary in carrying out the important political tasks of the country. This spirit is once again clearly demonstrated in the implementation of the 11th Conference of the 13th Party Central Committee, which has just been issued, and Plan No. 47-KH/BCĐ dated April 14, 2025 of the Central Steering Committee on the implementation of the arrangement and merger of provincial and communal administrative units and the organization of a two-level local government system.

Accordingly, in the plan to arrange the city's commune-level administrative units to collect public opinions, Hanoi has affirmed its exemplary and pioneering spirit when arranging 526 communes, wards and towns into 126 commune-level administrative units, reducing about 76%, higher than the target required by the Central Government for localities nationwide (about 60-70%).

The plan to arrange commune-level administrative units when collecting opinions received high approval from the people of the Capital. With a methodical approach, ensuring the relevant procedures and regulations, this public opinion collection session was truly exciting, serious and a broad political activity among the people of the Capital. This shows the solidarity, unanimity and deep trust of voters and people of the city in the historic decisions of the Party and State that are being implemented.

As one of the localities that organized the earliest session of the District People's Council (April 23, 2025) to approve the policy of implementing the plan to rearrange administrative units of wards in the area, Standing Deputy Secretary of the District Party Committee, Chairman of the Nam Tu Liem District People's Council Lam Quang Thao said: "The pioneering spirit in implementing the historical decisions of the Party and State shows that voters and people in the district highly agree with the policy of rearranging commune-level administrative units. People expect and believe that after the rearrangement of administrative units, there will be many better development opportunities for localities."

At the grassroots level, Deputy Secretary of the Party Committee, Chairman of the People's Council of Liep Nghia commune (Quoc Oai district) Kieu Van Phuong said that Liep Nghia commune was newly established and put into operation from January 1, 2025 (merging Nghia Huong and Liep Tuyet communes) according to Resolution No. 1286/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi city in the period of 2023-2025. The reality of "going one step ahead" in the locality shows that the arrangement and streamlining of the apparatus is a major policy of the Party and State and is supported by cadres, party members and people of Liep Nghia commune. Through the arrangement, commune-level administrative units will be organized in accordance with the reality and development trends of the country.

2. Along with the process of arranging administrative units according to the requirements of the Central Government, the leaders of Hanoi city pay special attention to directing the implementation of regular political tasks, in the spirit of absolutely not allowing interruptions or affecting work, to best serve the people and businesses.

With a proactive spirit, not perfectionist, not hasty, the process of arrangement and streamlining, the administrative apparatus at all levels of the city continues to operate stably and effectively. On the one hand, the task of arrangement and streamlining the apparatus has been completed, on the other hand, the city has been maintaining high economic growth, people's lives continue to improve.

At the meeting with voters of Constituency No. 1 (Dong Da, Ba Dinh, Hai Ba Trung districts) before the 9th session of the 15th National Assembly on April 17, General Secretary To Lam highly appreciated the development of the capital Hanoi in recent times and most recently the results of implementing socio-economic targets in the first quarter of 2025 at a high level, in which the Gross Regional Domestic Product (GRDP) increased by 7.35%; the estimated state budget revenue (by April 15, 2025) reached VND 270,503 billion, an increase of 69% over the same period. In particular, the implementation of environmental pollution remediation of To Lich River is being "worked day and night" by the city to reach the finish line on time, completed before National Day September 2, 2025.

The leader of our Party hopes and believes that the capital Hanoi, as a growth pole, will continue to maintain and strive to achieve the economic growth target of 8% or more in 2025.

Along with prioritizing socio-economic development, Hanoi continues to focus on reforming administrative procedures, effectively implementing the model of Public Administration Service Center in the city to help the government get closer to the people and serve the people and businesses better. In particular, the city opens many channels to receive feedback and recommendations from the people, including the channel on the iHanoi system (Digital Capital Citizen application) so that people and businesses can easily and quickly reflect their recommendations to the city's competent authorities.

Another burning issue that the city government is particularly concerned about is strengthening the management and handling of land, ponds, and fields encroachment during the process of arranging administrative units. The city's viewpoint is to resolutely not allow people and organizations to take advantage of the time of arranging and adjusting administrative boundaries to encroach on land and build illegal constructions.

3. The capital Hanoi is the heart of the whole country. With the noble mission of being the national political and administrative nerve center, the major center of culture, science, education, economy and international transactions of the whole country, the Party Committee, government and people of the capital will continue to promote the revolutionary and heroic tradition, be exemplary, and take the lead in implementing the country's historic policies in the new revolutionary period.

The city will continue to closely follow the roadmap, leadership and direction of the Central Government to pioneer the implementation of the arrangement of commune-level administrative units to ensure streamlining, smooth operation, efficiency, effectiveness and efficiency. The city sets the highest goal after the arrangement of commune-level administrative units for rapid, stable and sustainable development, better care for people's lives, building a streamlined government apparatus, shifting from passive management to proactive service to the people, creating development, and having the capacity to effectively organize and implement the Party's policies and the State's laws into practical life in the era of development and prosperity.

Along with streamlining the apparatus, the city continues to effectively implement Directive No. 45-CT/TU (dated April 14, 2025) of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. Carrying out this important political task, the city will create an atmosphere of trust among cadres, party members and people of the capital, competing to achieve achievements to welcome the 18th Hanoi Party Congress towards the 14th National Congress of the Party.

With deep awareness and the highest political determination, and a broad strategic vision, the Party Committee, government and people of the Capital City have determined the goal of continuing to build a city Party Committee with high leadership capacity, fighting spirit and a clean, strong and exemplary political and social system. On that basis, the city will develop rapidly and sustainably in the direction of a green, smart and modern city, with people having a high quality of life; comprehensive and sustainable economic, cultural and social development; and a globally connected city with international competitiveness.
