Attending the ceremony on the Central side were Politburo member, Permanent Vice Chairman of the National Assembly Do Van Chien; Party Central Committee member, Secretary General, Head of the National Assembly Office Le Quang Manh.

On the Hanoi side, there were Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Member of the Standing Committee of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee Bui Huyen Mai; Vice Chairwoman of the City People's Council, Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai; representatives of the city's departments, branches and sectors.
Also attending the ceremony were comrades: Member of the Party Central Committee, Deputy Head of the Central Strategic Policy Committee, representative of the National Assembly Delegation of Dak Lak province Pham Dai Duong; Deputy Head of the National Assembly Delegation of Lam Dong province Nguyen Huu Thong; Deputy Head of the National Assembly Delegation of Khanh Hoa province Dang Thi Minh Phuong.
At the ceremony, on behalf of the Party leaders, government and people of the Capital, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong presented support funds to Dak Lak, Lam Dong and Khanh Hoa provinces, each province receiving 10 billion VND.
Speaking at the ceremony, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized that in 2025, natural disasters and floods will occur very severely, not only in the North and Central regions, but now in the South Central and Central Highlands.
With the spirit of "Hanoi for the whole country, with the whole country", up to now, Hanoi has supported 22 provinces and cities affected by natural disasters with about 200 billion VND.
Recently, the Politburo assigned Hanoi to directly support Gia Lai province. Initially, Hanoi has provided 50 billion VND to help Gia Lai overcome the consequences, restore production and stabilize people's lives immediately after the flood. Currently, the two localities are calculating the most suitable options.

For the three provinces of Dak Lak, Khanh Hoa and Lam Dong, the city also expressed the sympathy of the Party Committee, government and people of Hanoi for the loss of the three provinces and hoped that in the coming time, the hearts of the people of the whole country, including the capital Hanoi, will always turn to the provinces of the South Central Coast and the Central Highlands that suffered heavy damage from storms and floods.
Comrade Nguyen Van Phong said that although he was not assigned to directly support the three above-mentioned provinces, if there is anything that Hanoi can help with, the localities should proactively propose and the city will have appropriate solutions.
“On behalf of the Party Committee, government and people of the Capital, we sincerely share the losses and pain of the people of the South Central and Central Highlands provinces that were heavily affected by the recent storms and floods.”
Standing Deputy Secretary of the City Party Committee Nguyen Van Phong also respectfully thanked the National Assembly Office and the Standing Vice Chairman of the National Assembly for creating conditions for the capital city of Hanoi to carry out meaningful activities right at the headquarters of the National Assembly.
