Identifying this as a task requiring perseverance and persistence, the Hanoi Party Committee has implemented a separate Work Program on building culture and people, focusing on cultivating elegant and civilized behavior from an early age for the younger generation, emphasizing the element of creativity in implementation. Since then, many old beauties have been restored, and new beauties in behavior have been formed.

Coming to Chuong Duong Secondary School (Hoan Kiem District), everyone is impressed by the polite and courteous attitude of the students. The students know how to greet, thank, and apologize at the right time and place with a friendly smile; and know how to voluntarily pick up trash and throw it in the designated place.

Sowing seeds from school

To achieve this, in addition to teaching students about cultural behavior in the lessonson Elegance and Civilization, the school also integrates it into many other lessons; organizes discussions on "Speaking well, doing good deeds"; organizes a painting contest on the theme of the elegant and civilized beauty of Hoan Kiem people... Principal of Chuong Duong Secondary School Nguyen Thi Van Hong said: "The school launched the movement "Greetings to Trang An people" to educate students about greeting culture. The movement received active support from parents. The school also organized students to sign a commitment to practice an elegant and civilized lifestyle and prevent school violence. To maintain this habit and set an example for students, every day at the beginning and end of the school day, teachers and members of the school's Board of Directors stand at the school gate to welcome and greet students. This multi-dimensional approach helps students gradually "absorb" the culture of polite behavior. They have a polite attitude in greeting teachers and elders, and voluntarily maintain hygiene because they think it is right, not just following a trend.

Elegant and civilized behavior is a valuable "asset" of Hanoians. However, the changes of life and the changes in population have caused many beautiful features to fade. The Hanoi Party Committee has implemented a separate program to build the culture of Hanoians through many terms. In the 2020-2025 term, it is Program No. 06-CTr/TU on cultural development, improving the quality of human resources, and building elegant and civilized Hanoians. In particular, with the purpose of "building a house from the foundation", since the 2011-2012 school year, Hanoi has introduced the teaching material "Educating elegant and civilized lifestyle for Hanoi students". From this common foundation, each locality and each school has its own creativity. Can Kiem Primary School (Thach That district) educates students through the topics of each lesson or through pictures, photos, films, plays; Van Phuc Primary School (Ha Dong District) organized a signing ceremony between the school and parents to build a civilized lifestyle; many schools in Thanh Xuan and Hai Ba Trung districts regularly organize seminars on behavioral culture in schools.

To further improve the effectiveness of the implementation of Program No. 06-CTr/TU, on February 19, 2024, the Hanoi Party Committee issued Directive No. 30-CT/TU to strengthen the leadership of the Party Committee in building elegant and civilized Hanoians. After the Directive was issued, many more rich and diverse forms of implementation appeared throughout the city. At Chuong Duong Secondary School, the movement "Greetings to Trang An people" is the core in educating elegant lifestyles. Long Bien Secondary School (Long Bien District) focuses on the movement "Politeness from the smallest things". Students are guided and trained in seemingly simple daily activities: Apologizing if they make mistakes, thanking others when they are helped, being polite when communicating with friends, helping people in difficulty, knowing how to listen to others... Principal of Long Bien Secondary School Nguyen Thi Dieu Thuy said: "Educating students on elegant and civilized lifestyles plays an important role in the comprehensive development of students. We focus on educating students on cultural behavior both inside and outside of school. When we educate systematically, beautiful traits will be spread, and deviant behaviors will be condemned."

At the primary level, educational forms are implemented by schools in a lively way so that students can easily remember and access them. Van Bao Primary School (Ha Dong District) is not only attractive because of its clean and beautiful space with lots of trees, but also because of the billboards, posters, and slogans hung everywhere. The slogans are not dry but are easy to remember like gentle reminders: Go to school on time; be polite to teachers; be clean, dress neatly... With the Rules of Conduct that are difficult for young children to remember, the school also has measures to make them easily accessible. For example, in the school library, the rules of dos and don'ts are designed like an open book, creating a friendly atmosphere for students.

Starting from the 2024-2025 school year, teaching elegant and civilized lifestyle to final-year students of preschool level has also brought initial results.

Fostering pride in the younger generation

In order for elegance and civilization to truly last and become a part of their personality, students need to understand more deeply the beauty of their homeland, understand that elegance and civilization are long-standing traditions of Thang Long-Hanoi. 100% of schools organize for students to visit historical sites in the area to listen to stories about the history and culture of their homeland; at the same time, students also visit and learn about typical cultural heritages of Thang Long-Hanoi such as: Thang Long Imperial Citadel, Temple of Literature-Quoc Tu Giam, Co Loa Citadel... Typically, Trung Trac Primary School (Dong Nhan Ward, Hai Ba Trung District), every school year organizes at least three occasions for students to visit and learn at the Hai Ba Trung Communal House-Temple-Pagoda Relic Complex in the ward. These are the occasions of the Hai Ba Trung Uprising Festival, the War Invalids and Martyrs Day and the beginning of the new school year. With this method, right from the first grade, students have learned about the history and culture of the land they live in. With the same relic, but for each class, teachers choose different content and amount of knowledge to suit the perception, psychology and physiology of each age group. In addition to visiting the relic, the school has built a separate integrated learning plan, organizing for students to compete to learn about streets named after famous people, first in the ward, then in the district and the capital. From not knowing, to being able to research and teach, students are very emotional and proud. The areas with many innovations in local history education for students are the districts: Tay Ho, Long Bien, Dong Anh district, Son Tay town...

These activities continue when students enter adolescence. Implementing Program 06-CTr/TU and Directive 30-CT/TU, the Hanoi Youth Union has developed an Action Plan for the Capital's youth with three key tasks and solutions: Youth participating in cultural development; Youth participating in improving the quality of the Capital's human resources; and Youth participating in building elegant and civilized Hanoians. In particular, the City Youth Union has strengthened education on the awareness of respecting national cultural values, organizing for the Capital's youth to participate in repairing, embellishing, and protecting historical and cultural relics, scenic spots in the locality, and embellishing the grounds of monuments and cemeteries. Notably, the Capital's youth has built a digital map of red addresses in the city. The City Youth Union has researched and consulted with experts, thereby proposing a solution to establish a digital map system of red address data and an ecosystem for exchanging historical information and knowledge. The relic sites are uploaded to the digital space in the form of 360-degree photos and have real samples to explain and introduce. The digital map system shows the distribution of relic sites in Hanoi, with search and filtering functions by district. The relic sites are attached to the map according to the exact coordinates of that location. Users click on the point on the map to visit the corresponding relic.

The digital map also uses artificial intelligence to support the exchange and information exchange about relics, providing all verified information conveniently and quickly to visitors. Cau Giay District Youth Union Secretary Le Thi Thu Trang shared that the "red address" digital map project contributes to promoting, introducing and helping people and domestic and international tourists easily look up information and 360-degree real images of relics. This system contributes to strengthening traditional education; raising awareness among union members, youth, and people about the culture and history of the capital. In addition, the Hanoi Youth Union also promotes the implementation of campaigns: Building model values ​​of the capital's youth in the new era for the period 2023-2027, The capital's youth behave civilly on cyberspace, One good news every day, one beautiful story every week.

Identifying that building an elegant and civilized lifestyle is a long-term process that requires persistence and perseverance, Hanoi has implemented many synchronous solutions to build a cultural environment "from home, from school to the street". In particular, special attention is paid to the young generation - the generation of "digital citizens". That helps the cultural beauty of the capital to be inherited and continued when entering the digital age, with "global citizens" but carrying within themselves the traditional cultural beauty of their homeland ■
