Hanoi requires 100% of cadres, civil servants and public employees to contribute ideas to amend the 2013 Constitution on the VneID application.

On May 16, the City People's Committee issued Official Dispatch No. 2021/UBND-NC on organizing and guiding participation in collecting opinions on the draft amendments and supplements to a number of articles of the 2013 Constitution via the VneID application.

Accordingly, in order to effectively implement the policies of the Party, State and Government, the goal of national digital transformation associated with ensuring security and safety of citizens' data; at the same time, promoting the proactive and exemplary leading role of all levels and sectors, the City People's Committee directs the city's departments, branches and sectors and the People's Committees of districts, towns, political organizations, socio-political organizations to thoroughly disseminate and propagate 100% of cadres, civil servants, public employees, workers and relatives to register for level 2 electronic identification accounts, install the VNeID application, and make comments on the content of amending and supplementing a number of articles of the 2013 Constitution on VNeID.

The city requires 100% of cadres, civil servants and public employees at the unit to participate in giving comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, to be completed before May 25, 2025.

The People's Committees of districts, towns and cities shall, based on the targets, assign targets to the People's Committees of communes, wards and towns to direct and organize the collection of public opinions in the area and coordinate with the police force and relevant units in information and propaganda work.

In particular, strive for at least 90% of local people to participate in giving comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VneID application, especially focusing on groups of students, women's associations, workers in industrial parks... The deadline for completion is before May 25, 2025.

The city assigned the Hanoi Youth Union to urgently organize training and guidance for 100% of union members and youth to participate in giving opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application. At the same time, mobilize union members and youth to directly go to grassroots areas, villages, hamlets, and residential groups to coordinate with relevant forces to guide and support people to give opinions on the VNeID application.

The Department of Culture and Sports shall preside over and coordinate with relevant units to provide information to central, local and city press agencies; direct the grassroots information system to widely disseminate information on the media so that people know and proactively participate in giving comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VneID application.
