The Hanoi People's Committee has just issued a document on strengthening the direction of enrollment work for preschool, grade 1, grade 6 and grade 10 high school in the 2024-2025 school year.
Accordingly, to ensure conditions for organizing the enrollment work for preschool, grade 1, grade 6 and grade 10 for the 2024-2025 school year seriously, accurately, fairly and objectively, the Hanoi People's Committee requested the Hanoi Department of Education and Training to advise the City People's Committee to approve the enrollment plan for grade 10 high school for the 2024-2025 school year.
Hanoi People's Committee requires absolutely no queuing or jostling during the admission process at the beginning of the school year.
The City People's Committee requested the Hanoi Department of Education and Training to preside over and coordinate with the People's Committees of districts, towns and cities to disseminate and direct educational institutions to strictly implement the direction of the Minister of Education and Training in the regulations on admission to junior high school and high school; regulations on high school graduation exams, focusing on building and implementing flexible plans for admission to preschool, grade 1 and grade 6 for the 2024-2025 school year, ensuring students' rights.
At the same time, fully prepare human resources, facilities, and equipment to organize exams and enrollment; continue to strengthen inspection and examination work, tighten discipline and order, enhance the role and responsibility of leaders, strictly handle violations; enhance the role and effectiveness of digital transformation in exams and enrollment, especially online enrollment.
The Hanoi People's Committee also requested the People's Committees of districts, towns and cities to closely coordinate with the Hanoi Department of Education and Training in the process of organizing enrollment, creating favorable conditions for students and parents; increasing the enrollment scale, improving the quality of enrollment work, strengthening facilities for educational institutions, reducing the number of students outside the designated area, reducing the number of students per class, increasing the number of students studying 2 sessions per day...
Units strive to mobilize at least 53% of nursery-age children, 99% of preschool-age children to attend school; at least 80% of children with mild disabilities of preschool age to be integrated into education; 100% of 6-year-old children are healthy enough to enter grade 1; 100% of students who have graduated from junior high school who need to continue studying at high schools, vocational education - continuing education centers and vocational education establishments.
In addition, the City People's Committee also requested the People's Committees of districts, towns and cities to review the conditions of facilities and staff, and prepare well for the 2024-2025 school year; ensure adequate places for students, and prevent overloading in schools; strictly implement the public commitment to education quality; organize enrollment according to regulations, ensuring accuracy, fairness and objectivity; provide full, clear and public enrollment instructions, creating convenience for parents; and not organize entrance exams for grade 1.
The People's Committees of districts, towns and cities are also required to mobilize the entire political system to participate in leading, directing and organizing the implementation of the 2024 examination and enrollment work. Absolutely do not allow the situation of educational institutions enrolling more students than the target due to recruiting students outside the designated area; do not allow the situation of queuing and jostling at schools, causing public outrage.
The 2023-2024 school year admission season in Hanoi left parents haunted as they lined up all night in front of some school gates hoping to get a "place" for their children to study in non-public schools, such as: Ta Quang Buu Secondary and High School, Hoang Cau High School, Phan Huy Chu High School... There are many cases where parents have children who meet or exceed the standard score but because they were "slow", they had to leave with regret and frustration.
At the conference summarizing the school year in Hanoi, Minister of Education and Training Nguyen Kim Son had to directly request the Hanoi Department of Education and Training to rectify the work of enrolling students at the beginning of the school year. Mr. Son requested that Hanoi City resolutely not let the scene of parents lining up all night to buy and submit application forms recur.
