
On the afternoon of October 31st, Mr. Duong Ngoc Hoang, Chairman of the People's Committee of Phuc Trach commune ( Ha Tinh province), stated that due to prolonged heavy rain, strong currents from upstream have caused the bridge over the Ngan Sau River leading to Rao Tre village to be submerged, with some areas flooded to a depth of 1.2 to 1.5 meters. Currently, the water level continues to rise, completely cutting off access to the bridge.
The bridge spanning the Ngan Sau River is a solidly constructed reinforced concrete structure, approximately 6-7 meters wide and 120 meters long. It serves as the only access route connecting the commune center to Rao Tre village and a portion of Hamlet 1 (bordering Rao Tre village).
Therefore, when this bridge was submerged in deep water, it completely cut off and isolated the road from the commune center to Rao Tre village and a part of Hamlet 1.

Currently, local authorities have directed the functional forces of the commune and villages to put up ropes, warning signs, barriers, and station guards to prohibit people and vehicles from passing through the flooded bridge area to ensure safety.

The Rào Tre village currently has 46 households of the Chứt ethnic minority with approximately 161 inhabitants. Another part of Hamlet 1 (bordering Rào Tre village) has about 20 households with approximately 80 inhabitants.
Currently, besides the area near the bridge leading to Rao Tre village, several low-lying areas in Phuc Trach commune are flooded, causing localized isolation.
According to Mr. Duong Ngoc Hoang, Chairman of the People's Committee of Phuc Trach commune, the Ho Ho Hydropower Plant has just announced the operation of regulating water flow through the spillway.
Specifically, at 4 PM on October 31st, the upstream water level was 66.63m; the downstream water level was 24.30m; the inflow into the reservoir of the Ho Ho Hydropower Plant was 1,200 m³ /s; the outflow over the spillway was 1,221 m³ /s; and the outflow through the turbines was 32 m³ /s... All project components are operating normally.

On the afternoon of October 31st, according to an announcement from Nam Ha Tinh Irrigation Company Limited, at 2 PM that day, the water level at Ke Go Reservoir was 31.88m. To ensure the safety of the Ke Go reservoir and the downstream area, starting from 5 PM that day, the discharge rate through the Doc Mieu spillway will be increased to 350m³ /s to 800m³ /s, depending on weather conditions.
Ke Go Lake has a designed capacity of 345 million m³ of water - this is the second largest reservoir in Ha Tinh province (after Ngan Truoi Lake with a designed capacity of 775 million m³ of water).
