Of which, the Provincial People's Committee allocated 72.6 billion VND from the provincial budget reserve in 2025; the Provincial "Gratitude" Fund Management Board allocated 3.6 billion VND; the Provincial "For the Poor" Fund Mobilization Board allocated 1.64 billion VND to districts, towns and cities. Localities proactively balanced more than 8.5 billion VND from the 5% regular spending savings in 2024 at the district and commune levels to implement support for eliminating temporary and dilapidated houses.
To date, Hai Duong has allocated nearly VND86.4 billion out of a total of more than VND107 billion, reaching nearly 81% of the total budget for implementing the program to eliminate temporary and dilapidated houses. The province has not yet received funding from the Central Government to support the program.
Units have disbursed 64.35 billion VND, of which 41.52 billion VND supports new construction and 22.83 billion VND supports repairs with an advance payment of 60 million VND/household for new construction and 30 million VND/household for repairs.
Implementing the program to eliminate temporary and dilapidated houses, Hai Duong has 1,453 households belonging to policy families, poor and near-poor households having their houses rebuilt or repaired. By April 13, 865 households had completed the work, including 695 households having their houses repaired and the rest having their houses newly built.
