On the morning of May 20, the Government held an online conference to promote public investment growth momentum in 2025. Prime Minister Pham Minh Chinh attended and chaired the conference.

Hai Duong province achieved a disbursement rate of the 2025 state budget investment plan compared to the total capital assigned by the Prime Minister of 26.77%, ranking 12th among provinces and cities. Hai Phong city had a disbursement rate of 15.72%, higher than the national average (15.56%).

In his closing speech at the conference, Prime Minister Pham Minh Chinh acknowledged a number of bright spots in the leadership, direction, management and drastic urging of units and localities on public investment.

The Prime Minister commended ministries, sectors and localities with disbursement rates higher than the national average (including Hai Duong province and Hai Phong city). Contractors and workers have made efforts to contribute with the spirit of "overcoming the sun and overcoming the rain" at the construction site. People in the project areas have enthusiastically supported the projects with consensus and high trust.

For ministries, branches and localities with low disbursement rates, the Prime Minister requested efforts and determination to implement, especially units with high capital allocation plans and large projects...

The Prime Minister pointed out that site clearance, technical standards, ODA capital disbursement, raw material supply, inspection and examination work are sometimes lax and not strict. Some units and localities are not resolute, even evasive and afraid of responsibility. The implementation of the Government's directives is sometimes slow, discipline and order are not strict. Investment preparation work is still sketchy. The management capacity of some management units is still limited, and some problems have not been resolved promptly.

The Prime Minister affirmed that wherever leaders take decisive action and have good methods, the results will be high.

For the 9 localities involved in site clearance for the Lao Cai - Hanoi - Hai Phong railway, the Prime Minister requested to be proactive, resolute, and take care of land, accommodation, housing, and resolve legitimate rights and interests for the people when clearing the site.

Ministries and branches urgently guide decentralization and delegation of authority according to the two-level local government organization, so as not to affect the progress of public investment.

Along with the right progress, improving quality, not exceeding capital, ensuring aesthetics and environmental sanitation, special attention must be paid to the work of preventing corruption and negativity.

At the same time, urging projects under construction, reviewing contractors' capacity, and accelerating progress.

For localities with the slowest progress in public investment disbursement in the province, it is necessary to promptly make recommendations and reflect on difficulties so that the provincial working group can work directly, direct, and remove specific difficulties, avoiding generalities.

In the context that departments, branches and localities are having a large amount of work to prepare for administrative unit arrangement, comrade Le Ngoc Chau requested to seriously implement, advise and urge the progress of disbursement of public investment capital.

The Department of Finance rectifies, takes drastic action, and strictly implements tasks and responsibilities in public investment disbursement.
