$230 billion in backlog in "slow-moving" projects
Speaking about the issue of saving and fighting waste, Prime Minister Pham Minh Chinh said that the Government recently reported to the National Assembly about backlog projects that have lasted for many years, even many terms, related to inappropriate policies.
For example, a series of wind and solar power projects must be resolved and handled. The reason is that the previous policies were not suitable, leading to negative consequences, a large number of projects were built without proper planning and procedures. The government had to issue a resolution to handle this, in the spirit of harmonizing benefits and sharing risks.
The Prime Minister emphasized that according to statistics from localities, the country has about 2,200 backlogged projects. If these projects can be resolved, more than 230 billion USD, equivalent to 50% of GDP, can be released. In order to release resources for backlogged projects, the Government is developing policy mechanisms to submit to competent authorities for handling.
The head of the Government affirmed that the viewpoint is not to legalize the wrong but to find solutions to handle it. Such as handling the institutional aspect, handling the organizational aspect, removing legal obstacles, removing implementation methods.
Notably, the Prime Minister said that it is necessary to accept that this is a "disease", and if there is an illness, it must be treated, but the treatment must be correct.
“To treat a disease that requires surgery is painful, or to treat it clinically and take medicine, it still costs money. Therefore, overcoming the consequences cannot demand 100% return. We must accept the loss, accept the pain, accept what must be cut off.” Prime Minister stated his views.
And when we cut off these pains, it will give us new lessons, give us new experiences to avoid repeating them in the future. “Resolving the backlog of projects is something that cannot be avoided. We must accept some loss and consider it as tuition. From there, we will develop policies and mechanisms, and be determined to resolve and resolve them completely.” Prime Minister Pham Minh Chinh said.
Can't be stuck forever
Regarding solutions for growth targets, the head of the Government said that in the current difficult world context, financial institutions forecast lower growth this year than last year. However, Vietnam goes against the global trend, raising the growth target from 8% in 2025 and double-digit growth in the following years.
“ So how to go against the trend but improve? ” The Prime Minister asked and shared 3 strategic breakthroughs that Vietnam is actively implementing: removing institutional bottlenecks; promoting strategic breakthroughs in infrastructure and human resource development.
The Prime Minister spent a lot of time sharing about promoting strategic breakthroughs in infrastructure. According to the Prime Minister, this is the bottleneck because in reality, logistics costs are about 17-18% higher than the world average of 10-11%, reducing the competitiveness of goods.
Therefore, it is necessary to continue promoting strategic transport infrastructure in all five modes.
For roads, the target is to complete at least 3,000 km of highways by 2025. Next is the implementation of a railway system - a system that combines aviation and maritime transport because aviation is expensive and maritime transport takes longer.
Railways have large transport volumes, low cost, and can travel day and night, so it is necessary to upgrade the railway system, focus on building the North-South high-speed railway and the railway connecting with China, Hanoi - Lao Cai - Hai Phong, opening up traffic connections with China, connecting to Central Asia and Europe, thereby diversifying markets and products.
Regarding inland waterways, the Mekong Delta has a great advantage. According to the Prime Minister, this year and next year we will focus on this type of transport to reduce the cost of goods and increase competitiveness.
Regarding aviation, the Prime Minister said this is a popular method. To develop aviation, there must be airports, fleets, and airlines.
"We cannot stop at 2-3 airlines, but must develop many to create competition that benefits the people." The Prime Minister commented,
Regarding maritime, the Prime Minister emphasized the need to build large ports so that the largest ships can enter and exit. Our country has 3,000km of coastline, so it is necessary to develop the port system and maritime transport. Some ports are being focused on development such as Lach Huyen port, Cai Mep Thi Vai port, Can Gio port, Hon Khoai port... to promote maritime transport.
Emphasizing that integration is the trend of the times, the Prime Minister said: “ We cannot do anything alone, we must integrate, we cannot lag behind other countries forever. We must move forward, catch up and surpass, participate in leading the game. To do so, we must be proactive, improve the competitiveness and brand of the country .”
