Hai Duong takes strong action to handle violations of inland waterway traffic

The traffic police force of Hai Duong province is synchronously implementing many solutions to ensure traffic order and safety and fight against crimes and law violations in waterway activities.

The Waterway Traffic Police Team, Hai Duong Provincial Police, propagates people to voluntarily dismantle sand suction equipment on ships.

Cement ship without number exploits sand at night

At 11:45 p.m. on the night of April 1, 2025, a working group of the Traffic Police Department coordinated to patrol and control the Sat River, in Lai village, Vinh Hung commune (Binh Giang).

On the right bank of the Sat River from the old Sat Bridge to Lai Village, the working group discovered a cement-hulled ship without a license plate illegally mining sand. On board, the winch, winch cable and suction nozzle were operating, the suction nozzle was deeply embedded in the riverbed. At the time of discovery, the volume of sand gathered on the ship was about 30 m³.

The two people on board at the time were Cao Van Hung (born in 1995) and Dao Van Tiep (born in 1990), both from Zone 5, Ke Sat town (Binh Giang). During the investigation, Hung confessed to being the owner of the cement ship and in charge of driving the ship; while Tiep was an employee in charge of lowering the winch and pulling the sand suction bucket.

When asked to stop operations and present necessary documents such as mineral exploitation licenses, vehicle registration, professional certificates, etc., both of them failed to provide any documents. The working group asked the two subjects to stop all mining activities, draw up a record of violations and hand over the case to the Economic Police Department, Hai Duong Provincial Police to continue handling and handling according to regulations.

Previously, at around 9:00 a.m. on February 16, 2025, a working group of the Waterway Police Team, under the Traffic Police Department, coordinated with the Economic Police Department, Hai Duong Provincial Police to inspect the iron-hulled ship VP - 2181 anchored at km 78 + 100 on the right bank of the Thai Binh River, through Duc Chinh commune (Cam Giang).

Through inspection, the authorities identified the ship with a tonnage of 1,773 tons, engine capacity of 760 CV, driven by Nguyen Truong Giang (born in 1977, in Viet Xuan commune, Vinh Tuong district, Vinh Phuc). At the time of inspection, the ship was transporting about 900 m³ of sand but could not present any legal invoices or documents related to the origin of the sand. The authorities drew up a record, temporarily detained the vehicle and the entire volume of sand to serve the investigation and clarification according to their authority.

In the first 5 months of 2025, the waterway traffic police force of Hai Duong Provincial Police arrested 5 cases, including 1 case of illegal mineral exploitation, 4 cases of mineral transportation without invoices and documents of origin, with a total of more than 1,000 m3 of sand seized.

Resolute handling, no forbidden zones

Hai Duong has a total of 20 inland waterways, including 14 national inland waterways with a total length of nearly 300 km and 6 local inland waterways with a total length of more than 100 km. The rivers flow into most of the 12 districts, towns and cities.

With a river system evenly distributed in localities, Hai Duong has great potential for developing inland waterway transport. However, the bustling activities on the waterways also pose a lot of pressure on the management and assurance of traffic order and safety.

Currently, the traffic police force of Hai Duong Provincial Police directly manages 18 river routes, including 6 local inland waterways and 12 national inland waterways. The province currently manages 2,274 watercraft, of which thousands have a load capacity of 200 tons or more.

According to the Traffic Police Department of Hai Duong Province, criminals often take advantage of the dark night or border areas with few people passing by to commit violations. Many boats participating in illegal fishing activities are not registered, inspected, and lack the necessary legal documents.

To deal with the authorities, some subjects also assigned people to monitor the traffic police force, secretly transmitting information to warn and alert other vehicles to avoid being checked and handled.

Despite many difficulties, Hai Duong Police force is still determined and persistent in implementing professional measures, increasing patrols, controlling, and strictly handling violations, contributing to ensuring safety of inland waterway traffic and maintaining peace on rivers.

Since the beginning of 2025, the Hai Duong waterway traffic police force has deployed 1,339 patrols and inspections, conducting inspections of 3,306 inland waterway vehicles. Thereby, 515 violations were detected and recorded, with a total administrative fine of more than 1 billion VND.

The main violations include: transporting over the safe waterline, violating the vehicle's license plate, inland waterway vehicles with expired inspection, drivers without a degree or professional certificate... In some cases, drivers violated alcohol concentration, transported goods and sand without legal invoices and documents...

Along with strictly handling violations, the traffic police force has stepped up propaganda and mobilized people, vehicle owners, and water transport businesses to raise awareness of law compliance; encouraged people to detect and denounce violations.

With the spirit of "no forbidden zones, no exceptions", all violations will be strictly handled according to regulations. In the coming time, the traffic police force will continue to increase patrols and controls on key rivers, especially at night and early morning, to promptly detect and handle violations.
