Recognizing the silent contribution
In the quiet spaces of school libraries, where each book is neatly arranged and each document is carefully stored, there are people who quietly contribute but are rarely mentioned. But recently, librarians are smiling when they are proposed to receive preferential allowances for the first time.
Ms. Pham Thi Nhung, a librarian and equipment worker at Quang Minh Primary School (Gia Loc) still remembers the first time she received a salary of 836,000 VND/month. Up to now, she has been in the profession for nearly 19 years but her total monthly income is only over 7.7 million VND. There was a time when she sold goods online to improve her income but it was not significant. Ms. Nhung had the intention of quitting her job many times.
She said that the job of a librarian is not simply lending books as people think. Librarians regularly receive, classify, code and arrange books according to school library standards; inventory, adjust the book warehouse, and preserve them from damage.

“I also participate in organizing storytelling competitions, book festivals, friendly reading corners, launching a book-a-week movement…; operating and ensuring the system operates stably to meet the innovation requirements of digital libraries. All to spread the joy of reading in schools,” said Ms. Nhung.
Having worked as a librarian at Ben Tam High School (Chi Linh) for nearly 20 years, and also doing clerical work, Ms. Tran Thi Dao's total income is only over 8 million VND/month. With this salary, she has to spend very frugally and work extra to improve her monthly income.
Librarians like Ms. Dao are also considered “silent academic assistants” to students and teachers. Librarians provide reference textbooks, specialized documents, maps, pictures, audio-visual equipment; guide teachers on how to search for and use printed and electronic documents; support teachers in developing topics, finding teaching materials, helping students make presentations, write reports, etc.
As for Ms. Dao Thi Hong Quyen, she has been working as an accountant at Kim Thanh High School for 25 years, but her current monthly income is only nearly 10 million VND.
Ms. Quyen said that being a school accountant, everyone thinks that it is just sitting at a desk, but in fact it is very stressful, from financial reports, budget settlement, inspection and auditing, to purchasing equipment, student policies, teacher salaries... There is a lot of work, great responsibility but little compensation commensurate with the intensity and nature of the work. An accountant is both the "financial gatekeeper" and the person who maintains the reputation of the school. Just a small error in data is enough to be held responsible. But if you do well, few people know your name.
Like many other school staff, Ms. Nhung, Ms. Dao, and Ms. Quyen were very happy when the silent staff in the school were mentioned for the first time. Although it is only a draft policy, this proposal is not simply a financial support, it is also a recognition of their important role in maintaining a healthy and effective educational environment.
Desire
The Ministry of Education and Training is seeking comments on a draft Decree regulating preferential allowances according to profession for civil servants and employees working in public educational institutions, including proposing preferential allowances for school staff.

In particular, school staff receive additional allowances for the first time, at a rate of 15% for support and service positions; 20% for shared professional titles; 25% for specialized titles.
Teacher Nguyen Van Quan, Principal of Quang Minh Primary School, said that school staff play an important role, contributing to the success of each school, including: library work, equipment, laboratory, information technology, clerical, accounting, cashier, medical... All are indispensable in schools. The Ministry of Education and Training's proposal for the above preferential allowance level is to recognize their important role in the overall development of the education sector.
In fact, most school staff positions apply the salary scale of type B or A0 civil servants, which are the two lowest salary scales among the salary scales of cadres, civil servants, and public employees. In addition to salary, a few staff positions receive additional allowances. But basically, school staff only receive salaries according to the basic salary coefficient without additional professional allowances or seniority allowances like teachers.

Like Ms. Duong Thi Tien, an equipment staff at Ben Tam High School, who has worked for 14 years, her salary is only 6.8 million VND/month. Although she has a university degree, she is receiving a college salary. The job is quite hard, from managing and preserving equipment, supplies, and tools to supporting teachers in the teaching process...
With the current income and job requirements, educational institutions find it difficult to recruit full-time staff positions to support teaching and education activities fully, promptly and ensure quality as required. Therefore, it is necessary to supplement regulations on preferential allowances according to profession for school staff. School staff hope that the draft policy will be passed soon and put into practice to have more motivation to continue to stick with the profession.
