Southeast builds model new rural commune

The traffic system of Dong Nam commune has been upgraded and expanded to meet the travel needs of the people.

Secretary of the Son Luong Village Party Cell, Dang Dinh Hung, happily said: Previously, many village roads were small and narrow, making it difficult to travel, and environmental sanitation was still inadequate... Identifying the new rural construction as a key political task, the Son Luong Village Party Cell held meetings and discussed in Party cell meetings, organized people's meetings, and listened to people's thoughts and aspirations. Through the meetings, the Party Cell identified the criteria that the village faced difficulties with, thereby finding solutions to overcome them, together with mass organizations that closely followed the grassroots, were close to the people, and mobilized people to donate land, contribute working days and cash to build new rural construction... As a result, people in the village contributed more than 6 billion VND to build and upgrade roads, the village cultural house... Many households voluntarily dismantled auxiliary works, fences, gates, and donated 4,500m2 of residential land; contributed thousands of working days to expand and upgrade roads. At the end of 2023, the village was recognized as meeting the standards of a model new-style rural village.

Clearly identifying the construction of advanced rural areas and model rural areas as the core task of the entire political system and of great significance to social life, the Party Committee of Dong Nam commune has set out the motto of relying mainly on internal resources, while at the same time mobilizing social resources, arousing and promoting the positivity and autonomy of the people to improve the quality of life and the level of enjoyment of material and spiritual life for the people. To create the combined strength of the entire political system and the people, the Party Committee of the commune has issued a thematic resolution on the construction of advanced rural areas and model rural areas; assigning tasks to Party Committee members in the spirit of "collective leadership, individual responsibility", especially promoting propaganda and mobilization work to create consensus and high determination among cadres, Party members and the people. At the same time, assign specific tasks to each member, regularly stay close to the grassroots, listen to people's opinions and aspirations, thereby making appropriate adjustments to reality, and promptly resolving difficulties during the implementation process.

Along with the district's stimulus policy, Dong Nam commune has issued a mechanism and policy to support stimulus for villages and people to create motivation and encourage people to join hands. Specifically, the commune supports villages to build rural roads, intra-field roads, intra-field canals with 100 million VND/km; 50 million VND/km of drainage ditches in residential areas; supports moving electric poles with 50 million VND/village; model gardens with 5 million VND/garden; rewards villages that meet the model NTM standards on schedule with 100 million VND/village; supports high-tech production models with 500 million VND/model...

To mobilize the people's strength in building new rural areas, the commune Party Committee has directed the Party cells to carry out well the work of leadership, direction, propaganda, and mobilization of the masses to clearly understand the role, responsibility and benefits in building new rural criteria, thereby creating consensus and support from the people. As a result, from 2020 to now, the whole commune has mobilized resources of 646 billion VND to build advanced new rural areas and model new rural areas, of which the people contributed 467 billion VND, donated 37,650m2 of land and thousands of working days. The commune has expanded and upgraded 36.58km of rural roads; built 30.5km of drainage ditches; renovated and built 36.3km of open fences; planted more than 6.2km of trees and flowers to create a clean and beautiful landscape for inter-village and inter-commune roads. Up to now, 6/6 villages have met the model new rural standards; Dong Nam was recognized by the Provincial People's Committee Chairman as a commune that meets advanced NTM standards.

In the process of implementing advanced new rural construction and model new rural construction, Dong Nam commune always identifies income as the most important criterion. In the agricultural sector, Dong Nam focuses on promoting economic restructuring, forming concentrated rice production areas of 220 hectares, bringing high-yield and high-quality rice varieties into cultivation; mobilizing people to convert 8.15 hectares of ineffective production land to build farms and ranches with models of rice-fish combined with livestock, aquaculture, fruit tree planting... The whole commune has 20 enterprises, 1 cooperative, 152 individual business households bringing high economic efficiency. Nam Anh bottled water products in the commune are recognized as 3-star OCOP products. Economic development creates conditions to improve people's lives, average income per capita reaches 70 million VND/year, the poverty rate is 0.14%.

With the efforts of the Party, government and people, we believe that Dong Nam commune will increasingly change its appearance and soon complete the goal of becoming a model new-style rural commune in the near future.
