The Standing Committee of Hai Duong Provincial Party Committee has just issued Directive No. 52-CT/TU, dated September 13, 2024, on strengthening the Party's leadership in the task of sustainably reducing traffic accidents in the province.

The Directive of the Provincial Party Committee Standing Committee sets out 5 key tasks and solutions to sustainably reduce traffic accidents in the province. These are to disseminate, thoroughly understand, raise awareness, and determine the responsibility of Party committees and authorities at all levels for ensuring traffic order and safety. Organize propaganda, dissemination, and legaleducation to raise awareness and responsibility of cadres, Party members, and people for ensuring traffic order and safety. Improve the effectiveness of patrolling, controlling, and handling violations, identifying this as an important and effective measure to create a habit of strictly complying with the provisions of the law on traffic order and safety for traffic participants. Focus all resources on implementing breakthroughs in investment in developing traffic infrastructure; enhance the application of science and technology in the field of traffic. Improve the capacity of management, operation, and coordination of forces in ensuring traffic order and safety.

The Standing Committee of the Provincial Party Committee assigns the Party Building Committees, the Party Executive Committee, the Party Delegation, the specialized agencies advising and assisting the Provincial Party Committee, the District Party Committees, the Town Party Committees, the City Party Committees, and the Party Committees directly under the Provincial Party Committee to be responsible for disseminating, thoroughly understanding and implementing this directive in accordance with the specific situation, as a basis for leadership, direction and implementation, creating positive changes in the work of ensuring traffic order and safety in their localities and units. Every 6 months (before June 15) and 1 year (before December 15), summarize and report the implementation results to the Standing Committee of the Provincial Party Committee (through the Provincial Public Security Party Committee) for direction.

The Provincial Fatherland Front Committee and socio- political organizations shall promote propaganda and mobilization of union members, association members and people to strictly comply with the provisions of law on traffic order and safety; promote the role of socio-political organizations in promoting the implementation of campaigns to ensure traffic order and safety.

The Provincial Party Committee's Propaganda Department presides over and coordinates with relevant agencies to guide the dissemination and education of laws on traffic order and safety into the regular activities of agencies and units.

The Provincial Party Committee's Inspection Committee advises the Provincial Party Committee's Standing Committee to direct the implementation of inspection and supervision work according to regulations for Party committees and Party organizations at all levels in implementing this directive.

Party committees and organizations shall strictly handle cadres, party members, civil servants and public employees who violate traffic order and safety, and violate assigned duties and responsibilities in ensuring traffic order and safety in assigned fields and areas according to regulations...
