Two breakthroughs - two spearheads of construction...

Great determination, great responsibility

When we asked Major General Dinh Quoc Hung, Party Secretary and Political Commissar of the General Department of Defense Industry, about the difficulties in implementing the two breakthroughs identified by the 10th Party Congress of the General Department of Defense Industry for the 2020-2025 term, the Political Commissar pondered for a moment, then slowly answered: Although the General Department of Defense Industry has always received attention, leadership, close direction, and investment in development potential from the Party, State, Government, Central Military Commission, and Ministry of National Defense , however, in carrying out the task of building and developing the defense industry, especially implementing the two breakthroughs, the defense industry still faces difficulties and challenges, especially the impact of military conflicts and the Covid-19 pandemic; difficulties in finding technology transfer partners; and limited resources to ensure the implementation of the task. Along with that, the implementation of the policy of adjusting the organization, force, structure, and rearrangement of enterprises poses new requirements and tasks regarding ideological work, organization, staff, and policies...

Coming to learn about the reality at Factory Z121 (trading name is Chemical Company 21), we were very fortunate to attend a democratic dialogue between the commander and the workers of Enterprise 1 to discuss measures to implement the enterprise's tasks in the second quarter of 2025.

The dialogue was chaired by Lieutenant Colonel Nguyen Huu Duc, Director of Enterprise 1. That day, many opinions of workers discussed measures to overcome difficulties in performing tasks, such as: Regularly thoroughly grasping and strictly implementing safety regulations, proactively maintaining health and stable psychology; increasing overtime work, especially promoting the effectiveness of cadres in grasping and resolving the ideological situation for workers...

According to Lieutenant Colonel Tran Manh Hung, Party Secretary and Chairman of the company, there are times when there are many tasks, processing and assembling many parts in the product, the factories are a link in the production chain, so if one factory does not work, it will easily lead to the phenomenon that the factories behind do not complete their tasks. Therefore, the Party Committee and the Board of Directors of the factory pay great attention and regularly lead and direct the promotion of political and ideological education, promptly resolve difficulties, create a comprehensive and solid change in the awareness, consciousness and responsibility of cadres and workers.

We also saw the story of ideological management for workers at Factory Z129 (trading name is Precision Mechanical Engineering Company Limited 29). In early 2021, when reorganizing the organization and staffing, many workers were worried, working half-heartedly, working all the time, not finishing the work. Faced with that situation, the Party Committee and the Board of Directors of the factory assigned departments and agencies, under the leadership of the Labor Organization Department, to do a good job of ideological work with each department, especially those who were assigned new positions; well organized the emulation and reward work and the Emulation Movement to Win.

Thanks to perseverance, responsibility and high determination, the unit's ideological situation has stabilized after a short time. In improving product quality, Factory Z129 boldly advised and proposed to invest in new technological lines in the direction of mechanization and automation, gradually limiting manual labor, increasing precision in details, creating a breakthrough in the quality of precision mechanical products.

Taking us to visit the Ship Hull Enterprise, Factory Z173 (trading name is Hong Ha Shipbuilding Company Limited) which is constructing blocks to build a new 5-star yacht, Lieutenant Colonel Dang Cong Tru, Head of the Technology Design Department, revealed to us: Although there are drawings of the ship, the process of building the overall construction plan always requires the participation of the departments. Because, to join materials into a block, or join blocks, it is very necessary to follow the correct technical and technological processes. Mr. Tru gave an example, when constructing the block banks of the ship, it is necessary to have a step of welding comb teeth (iron spar) to prevent deformation of the ship's steel plates when joining together. When the blocks are completed, the iron spar is removed. This is not shown in the drawings, but it is required in the technological process.

Implementing 2 breakthroughs, many factories and units have difficulties in rearranging labor, developing advanced and modern technology, inspection capacity, applying achievements of the 4.0 Industrial Revolution, finding export orders..., but with determination for the development of the unit, the General Department and the defense industry, the units have successfully overcome difficulties and achieved many outstanding results, leaving strong impressions. For example, Factories: Z113, Z195, Z111, Z183... have drastically implemented streamlining the payroll, reducing the rate of indirect and auxiliary labor, and making the labor structure more reasonable and streamlined; the awareness of compliance with regulations and safety rules of cadres, employees and workers has been raised. The units have proactively mobilized capital for investment in serving research, defense production and economy, and export.

We learned that the General Department of Defense Industry has had many policies and solutions to overcome difficulties and perform well the assigned tasks. In particular, the General Department is always proactive in building a politically strong unit, improving the quality of issuing leadership and direction documents in a concise, clear direction, and clarifying the responsibilities of the collective and individuals in the implementation organization. The General Department has proposed to the Ministry of National Defense to issue, amend, and supplement the Charter and Regulations on financial management of enterprises; propose to adjust the medium-term investment capital plan for projects under the regular State budget for national defense; coordinate with agencies to ensure capital sources to implement programs, projects, and plans according to the above decisions; synchronously deploy solutions to improve the effectiveness of logistics work for tasks; effectively implement health care, epidemic prevention, and occupational disease prevention for workers.

The General Department proactively proposed to implement investment projects in basic technology, serving defense production with advanced and modern technology. Many production technology lines were innovated, product quality was improved; research, design, production, and repair of military equipment and technology developed in both breadth and depth, increasing the competitiveness of economic and export products, while improving facilities and working conditions for cadres, workers, and employees. Party committees and factory commanders were determined in leading, directing, managing, operating, and organizing to speed up the completion of investment procedures for projects to enhance the potential of the defense industry; boldly innovated thinking about economic development, product export, and solutions in implementing projects and programs to research and develop new and modern military equipment and technology.

"Wake up with machines"

To work with the commander of the Processing Workshop, Factory Z129, we patiently waited for Major Nguyen Xuan Chuc, Deputy Secretary of the Party Cell in charge of the Manager of the Precision Mechanical Processing Workshop (N10) for nearly 30 minutes. The reason is understandable, because Mr. Chuc had to check the accuracy of the mechanical parts after they were completed by the workers of Team 1.

Mr. Chuc explained to us: "For new batches of products, I have to check carefully to avoid mistakes, because if an unqualified product is transferred to the next stage, it will greatly affect the quality of future products as well as the reputation and honor of the factory."

We also saw the closeness with the workers and the responsibility for the product finishing stages at Factory Z121, when we witnessed Lieutenant Colonel Nguyen Huu Duc, Director; Lieutenant Colonel Tran Anh Cuong, Deputy Director of Factory 1 in protective clothing inspecting and encouraging the workers to carry out the stages in the final assembly of the B41M projectile launcher tail bone cluster.

Mr. Duc said that this is a very important stage. He is close to the workers, will encourage them to perform their tasks better, and is also a part of the supervision work to ensure that the products meet the prescribed standards and ensure safety.

Having been attached to the factory for more than 33 years, from a development worker to Deputy Director of the Ship Hull Enterprise, Factory Z173, Senior Lieutenant Colonel Khuc Van Quang has never allowed himself to stop, for him it is always about persistently striving. In the journey of completing the ships, Mr. Quang is always present (sometimes assigned by superiors, sometimes volunteering) to join the Technology Design Department, build a set of technology disciplines, participate and give opinions on the construction plan of each ship.

We also saw the cadres who are closely involved in the work and care about the workers in many units during the process of learning about the two breakthroughs such as in the Factory: Z111, Z127, Z183, Z113, many cadres have overcome difficulties in family circumstances to create many high-tech initiatives, many cadres and workers work overtime, on holidays; work with the machinery system, on duty at the production line to create quality products while ensuring the progress of orders...

According to Major General Dinh Quoc Hung, the General Department of Defense Industry always considers the cadres in agencies, units, and enterprises as the locomotives in performing tasks, the soul in implementing the two breakthroughs. Therefore, the Party committees and organizations in the General Department always strictly implement the principles, regulations, processes, and provisions on personnel work; evaluate command and management cadres at all levels in conjunction with planning and appointment; planning is associated with training, fostering, and arrangement; attaching importance to training and fostering scientific cadres for the task of developing defense industry, especially chief engineers and cadres researching and designing specific sectors.

Pay attention to leading and directing the building of a team of cadres and party members in the General Department with a strong political stance, promoting the noble qualities of Uncle Ho's soldiers, "Military Weapons Soldiers". Be proactive in building a team of cadres with a reasonable quantity and structure, and increasingly high quality, especially cadres in charge at all levels, scientific research cadres, leading experts and scientists, meeting the requirements of research, design, manufacture and production of new and modern weapons and equipment. Pay attention to discovering cadres with outstanding qualities and abilities, with prospects for appointment to important positions... Therefore, the team of cadres in the General Department always has a proactive, creative spirit, is close to the grassroots, is attached to and accompanies workers, promptly resolves difficulties and problems at the grassroots, and becomes a positive factor in building units and enterprises that are equal to their tasks.

In the 2020-2025 term, the Party Committee of the General Department of Defense Industry focused on leading and directing the effective promotion of resources of enterprises, gradually reducing dependence on science and technology budget sources from higher levels; proposing and implementing a decentralization and delegation mechanism associated with autonomy and self-responsibility, advising and proposing special mechanisms to remove difficulties and obstacles and achieve many results: Total annual revenue increased from 7.1% to 25.1% compared to the previous year; average annual income increased from 3.6% to 19.2% compared to the previous year. Total revenue of the General Department from June 2020 to June 2025 is estimated at 156,681 billion VND; of which, economic revenue is 90,022 billion VND, accounting for 57.45% of total revenue; profit is 5,174 billion VND; Total export value reached 19,098 billion VND; average income reached 15.9 million VND/person/month (average over the entire term).

During the 2020-2025 term, the General Department of Defense Industry sent 1,530 cadres for training and development (110% of the plan). Of which: 48 comrades were trained abroad; 168 comrades were trained at domestic schools; 260 comrades were trained according to cadre positions; 486 comrades were trained in training and development classes opened by the General Department. 38 comrades were trained for doctoral degrees; 111 comrades were trained for master's degrees; 4 comrades were trained for 2nd-level diplomas at squad level.
