Lam Dong province always identifies the propaganda work on sea, islands and borders as an important front in the cause of building and defending the Fatherland. The Navy Command and Lam Dong Provincial Party Committee in general, Naval Region 4 and the Propaganda and Mass Mobilization Committee of Lam Dong Provincial Party Committee in particular regularly have close coordination in implementing propaganda work on sea, islands and attracting human resources.

The Provincial Party Committee's Propaganda and Mass Mobilization Department regularly advises the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee to direct and orient Party committees and authorities at all levels to promote the combined strength of the entire political system to do a good job of propaganda and information on the situation of the sea and islands in order to foster patriotism, love for the homeland, the sea and islands, and raise awareness and responsibility of cadres, party members and people of all walks of life in participating in building and protecting the socialist Vietnamese Fatherland. Every year, the Provincial Party Committee's Propaganda and Mass Mobilization Department issues documents guiding propaganda, and at the same time provides directional information, especially on sensitive issues, issues of public concern, to disseminate to cadres, party members and people of all walks of life.

Statistics from the Provincial Party Committee's Propaganda and Mass Mobilization Department show that in the period of 2019 - 2024 alone, the unit coordinated with the Political Department, Brigade 162 - Naval Region 4 to organize 6 propaganda campaigns, with nearly 100 conferences in Lam Dong province. The propaganda conferences changed the implementation method flexibly and brought many effects. For example, in 2019, the Provincial Party Committee's Propaganda and Mass Mobilization Department coordinated with the Political Department - Naval Region 4 and the Provincial Department of Education and Training to organize propaganda on seas and islands, propaganda to attract human resources at a number of high schools in the province for more than 3,100 teachers and students with content on the East Sea and Vietnam's seas and islands, the task of protecting the sovereignty of seas and islands in general and of the Vietnam People's Navy in the new situation in particular; Introduction to the Naval Academy, things to know when registering for the Naval Academy as well as the regimes and policies for students, officers and forces in the Navy. In 2020, information and propaganda work focused on issues of fighting and protecting Vietnam's sovereignty over seas and islands with the participation of leaders of the Provincial Party Committee's Party Committee, departments, branches, unions, reporters, party members, union members, and youth of agencies. In 2023 and 2024, information and propaganda work on seas and islands will focus on implementing in remote and isolated areas and with religious dignitaries, parishioners, village elders, village chiefs, and prestigious people in ethnic minority areas in the province. In the first months of 2025, Brigade 162 (Naval Region 4) disseminated the latest information on the situation of the sea and islands and the work of attracting human resources to nearly 3,000 cadres, teachers, and students of high schools and a number of agencies and units in Da Lat City.

Directly carrying out the task of propagating sea and island issues in Lam Dong province, Lieutenant Colonel Vu Viet Bang - Deputy Political Commissar of Brigade 162 said that every year, the unit always tries to update the latest information on the situation of Vietnam's sea and islands, while expanding the area and propaganda objects, focusing on the people in remote areas. Thereby, building trust among the majority of cadres, party members and people, especially ethnic minority areas, creating consensus and trust in the policies of our Party and State in the cause of protecting sea and island sovereignty.

Participating in the propaganda session conducted by Brigade 162 in May 2024, Ms. Ka Xuan, a parishioner in N'Thon Ha commune, Duc Trong district, shared: "Through the propaganda session, many people can understand the spirit of effort and selfless sacrifice of the officers and soldiers working in the sea and island areas. With the feelings of a parishioner from an ethnic minority area, we would like to send words of encouragement to the soldiers to be steadfast and persistent, because for the rear, we are ready to join hands to protect the sea and islands of the country."

In addition, the Provincial Party Committee's Propaganda and Mass Mobilization Department also regularly maintains a propaganda column on "Homeland's Sea and Islands" in the Internal Notice Bulletin and posts it on the internal electronic information page of the Provincial Party Committee. The team of reporters and propagandists of the province regularly incorporates information about Vietnam's sea and islands into the propaganda of major events and holidays of the locality as well as the whole country.

In parallel, over the past many years, localities, agencies and units of Lam Dong province have also organized many field research trips to Naval Region 4, signed twinning activities; visited and presented gifts to officers, soldiers and people on duty in Truong Sa island district and DK1 platform... In early May 2025, a working delegation of Lam Dong province led by comrade Bui Thang - Deputy Secretary of the Provincial Party Committee visited officers and soldiers of Naval Region 4, presented 5 billion VND to support soldiers and people of Truong Sa island district and DK1 platform to implement the "Greening Truong Sa" Program; and at the same time carried out a working trip on islands in Truong Sa archipelago.

According to Ms. Vu Thi Thuy Nga - Head of the Propaganda, Press and Publishing Department, the Propaganda and Mass Mobilization Department of the Provincial Party Committee, the above activities have contributed to strongly changing the awareness of cadres, party members and people in the area about the strategic position of the sea and islands. At the same time, building awareness and responsibility, strengthening the relationship of military - people solidarity, promoting the combined strength of the great national solidarity bloc for the cause of building and protecting territorial sovereignty, maintaining political security and safety of the sea and islands of the Fatherland.

During the visit and New Year greetings to Lam Dong Provincial Party Committee in the spring of At Ty 2025, Colonel Nguyen Huu Minh - Deputy Political Commissar of the Naval Region 4 Command expressed his emotion at the deep concern of the Party Committee, government and people of Lam Dong province for the issue of sea and islands, especially the officers and soldiers working on Truong Sa archipelago. He also highly appreciated the effectiveness of coordination in implementing propaganda work on sea and islands between the Naval Region 4 Command and Lam Dong province. That is an important source of encouragement for officers and soldiers of the Naval Region 4 Command to successfully complete the task of protecting the sovereignty of the homeland's sea and islands that the Party and the People have entrusted.
