Hai Phong: Resolutely collect land rent

Chairman of Hai Phong City People's Committee Nguyen Van Tung has just issued a conclusion at a meeting with relevant departments and branches to rectify the management of state-owned houses and land. The meeting was attended by representatives of the Department of Finance, Department of Construction, Department of Agriculture and Environment, Tax Department of Region III, leaders of Hong Bang and Ngo Quyen districts and Hai Phong Housing Management and Trading Company Limited.

According to the report, from 2018 to 2021, due to negligence in management, Hai Phong Housing Management and Trading Company Limited did not issue notices of land rent collection to organizations and individuals renting state-owned houses. This caused more than 35.2 billion VND of land rent to not be collected and paid into the budget. The serious violation led to the Investigation Police Agency - Hai Phong City Police to prosecute the case and prosecute the former Chairman of Hai Phong Housing Management and Trading Company Limited.

However, according to the provisions of the Land Law, the failure of individuals and organizations to receive notices of land rent payment does not eliminate the financial obligations of organizations and individuals using the land. Therefore, the entire amount of land rent owed must still be collected according to the provisions of law.

From 2021 to present, implementing the direction of the Standing Committee of the City Party Committee in Notice No. 378-TB/TU dated August 24, 2021, the city has directed the revocation of a series of real estate facilities that were rented out in violation of regulations. Hai Phong Housing Management and Trading Company has issued revocation notices for 311 facilities. However, many organizations and individuals continue to use houses and land without re-signing contracts and failing to fulfill their obligations to pay rent, resulting in an additional debt of VND 48.5 billion.

Hai Phong City People's Committee affirmed that the act of using state-owned houses and land without fulfilling financial obligations is a violation of land law. The city requires all relevant organizations and individuals to seriously fulfill their obligations to pay land rent, and not to cite objective reasons to avoid paying.

The City People's Committee assigned Hai Phong Housing Management and Trading Company Limited to coordinate with the Tax Department of Region III to review and calculate the specific amount of land rent payable from 2018 to present; prepare land use declarations and send documents to users. At the same time, establish a Working Group to compare and clarify land rent debts, with the participation of representatives of Departments, branches and District People's Committees.

The Regional Tax Department III is assigned to collect the tax immediately after completing the comparison file. The City requires the collection to be completed before October 1, 2025. In case of non-cooperation or failure to pay on time, administrative penalties will be imposed. If violations continue, strict handling will be carried out according to the law.

The City People's Committee also requested the Standing Committee members of the City Party Committee in charge of the area to directly direct the implementation. The City Press and Communications Center was assigned to strengthen propaganda and information disclosure to help people and businesses clearly understand their financial obligations and fully implement them.

The Chairman of the Hai Phong City People's Committee emphasized that this is a concrete action, demonstrating the high determination of the Hai Phong City government in tightening discipline and order in budget collection and expenditure, preventing loss of public assets, ensuring fairness and transparency in the use of land and state-owned housing.
