Hai Phong applies artificial intelligence to improve work efficiency in agencies and units

Accordingly, the application of artificial intelligence (AI) in management, administration and service to the people is identified by the city as one of the key tasks to improve the efficiency of the government apparatus.

Since April 2025, HeyU Technology Joint Stock Company has coordinated with the Department of Science and Technology of Hai Phong City to pilot the application of "AI Hai Phong" technology at a number of agencies and units in the area.

After a month of training and trial use at 8 units, including the People's Committees of Hai An district, Kien Thuy district, Le Chan district, Department of Science and Technology, Department of Justice, City Red Cross Society, City Union of Science and Technology Associations and City Press and Communication Center with the participation of nearly 800 cadres, civil servants and public employees, the system has initially brought positive results.

According to a report by the Department of Science and Technology of Hai Phong, the application "AI Hai Phong" has automated about 80% of administrative tasks such as drafting documents, preparing reports, looking up data, writing speeches, sending emails, etc., contributing to reducing work pressure, streamlining processes, synchronizing information and improving the efficiency of management and operation.

In particular, for leaders at all levels, AI acts as an "intelligent assistant", helping to synthesize news, detect false information, analyze data and propose communication solutions, supporting accurate and timely decisions.

The application system is deployed according to a separate model (Private AI), data is processed by internally trained language models, running on a private server located in Vietnam, fully complying with the provisions of the Law on Cyber Security and Decree No. 117/2021/ND-CP on data management. This helps ensure information safety and security, while effectively utilizing the city's open data sources and shared data.

In addition to its role as an assistant to leaders, the “AI Hai Phong” application also develops many useful features for officials, civil servants, and public employees. The system can automatically create reports, work plans, summarize documents, quickly look up records, interact directly with documents, and even draft speeches appropriate to each specific event and situation. The AI assistant helps officials quickly create standard administrative documents, save time, and minimize errors due to human factors.

In addition, the application also integrates the ability to personalize work, supporting staff to track task progress, manage personal work records, and remind meetings and schedules flexibly and accurately, through notifications sent directly to mobile devices.

With outstanding features, the AI assistant system helps to significantly shorten the time to perform tasks, from reporting, drafting documents to data lookup, while improving the quality and accuracy of administrative work.

After the pilot training process, Hai Phong Department of Science and Technology will continue to coordinate with HeyU Technology Joint Stock Company to complete, add features, and expand the application deployment to serve both officials, civil servants and people.
