Preventing smuggling and trade fraud is an important task of the Customs sector in the context of these activities being complicated with many sophisticated tricks. Accordingly, Quang Ninh Customs has proactively grasped information, accurately forecasted the situation at the border and abroad; built and synchronously deployed Customs Control Plans for 2024, peak periods and major topics on the prevention of smuggling, trade fraud and illegal transportation of goods across the border; ensured management of the area, controlled the situation to prevent the formation of networks, gangs, hot spots of smuggling, trade fraud and counterfeit goods in the area.

Quang Ninh Customs Department directs Customs Control Teams to coordinate with Customs branches to synchronously deploy professional customs inspection measures; directs Customs branches to strictly implement customs procedures, strengthen inspection and supervision of goods to strictly control means of entry, exit, transit, import and export goods; resolutely prevent smuggling, trade fraud and illegal transportation of goods and drugs through border gates and other areas within the customs operation area. Strengthen the collection and exchange of information on key areas, subjects and goods to promptly detect, arrest and strictly handle acts of smuggling, trade fraud, illegal transportation of goods and drugs across the border.

Along with that, Quang Ninh Customs Department performed well the role of the standing agency of the Provincial Steering Committee 389, effectively advising the Provincial People's Committee and the Provincial Steering Committee 389 to issue plans and directive documents on the fight against smuggling, trade fraud and counterfeit goods in the province in 2024; promoting the role of coordination and connection between sectors, functional forces and localities in the work of preventing smuggling and illegal transportation of goods across the border, contributing to maintaining political security, social order and safety to prevent the emergence of hot spots and complications, which is a premise for socio-economic development. Synchronously and effectively deploying risk management measures and techniques on the basis of improving the quality of information collected for businesses and key goods, striving to continue reducing the rate of red-channel declarations to no more than 5%, controlling risks on all three routes: road, sea and air.

Quang Ninh Customs Department regularly and proactively coordinates with local Party committees, authorities, and functional forces to propagate and mobilize people to strictly comply with the Party's guidelines and policies, the State's laws and policies, especially customs laws, so that people and businesses understand and comply with the law, do not assist in smuggling, actively detect and denounce crimes, and contribute to maintaining security, politics, and social order and safety in the area.

In 2024, the unit effectively implemented the model "Skillfully propagandizing people in the fight against smuggling, trade fraud, and illegal transportation of goods across the border" at road customs branches; The model "Skillfully propagandizing and mobilizing people, especially in key and complicated areas, border localities to raise awareness and responsibility in the fight against smuggling, trade fraud and counterfeit goods, not participating in or assisting smuggling, illegal transportation of goods, actively participating in reporting crimes to authorities" was mainly applied at customs units in the control block and control teams at border customs branches, focusing on road border areas...

Accordingly, from the beginning of 2024 to now, Quang Ninh Customs Department has presided over the arrest of 222 cases, worth 7,789 billion VND (an increase of 11.55% in number of cases and 32.8% in value compared to the same period in 2023); Coordinated the arrest of 100 cases outside the industry, worth 14,011 billion VND, an increase of 69.4% in number of cases and 501% in value compared to the same period in 2023. Transferred recommendations for prosecution: 5 cases/6 subjects.

Quang Ninh has both land and sea borders, with many border gates, trails and openings, so there is always a potential risk of smuggling and trade fraud, especially during the New Year and Lunar New Year. Clearly identifying this, Quang Ninh Customs Department proactively grasps and forecasts the situation closely, strengthens the implementation of measures to combat smuggling and illegal transportation of goods across the border; actively propagates and mobilizes people in key and complicated areas, border areas and islands not to participate in or assist smuggling, not to consume or use smuggled or counterfeit goods and actively denounce the illegal buying, selling and transportation of goods and drugs across the border.
