With efforts in administrative reform, attracting and supporting businesses, promptly removing difficulties and obstacles, by the end of the first 9 months of 2024, the Provincial Customs Department has achieved a state budget revenue of nearly 14,000 billion VND, an increase of 11% compared to 2023, exceeding the target assigned by the province by 5%. With this result, the unit is striving to achieve a revenue of over 2,600 billion VND in the last 3 months of the year and 16,600 billion VND for the whole year.
In 2024, Mong Cai Border Gate Customs Branch is assigned to collect import and export revenue of over 1,600 billion VND. To achieve this goal, since the beginning of the year, the Branch has focused on innovating support forms, attracting businesses to participate in import and export through the area; effectively maintaining companion teams, supporting businesses, enhancing interaction, supporting businesses via email, phone, fanpage... At the same time, maintaining cooperation with Dongxing Customs (China) to facilitate trade between the two sides. Thereby, contributing to creating an open, favorable and transparent business environment for businesses.
By the end of September, Mong Cai Border Gate Customs Branch had attracted 1,146 enterprises to carry out customs procedures through the area (an increase of 273 enterprises compared to the same period in 2023); carried out customs procedures for over 70,000 import-export declarations, with a total import-export turnover of over 2.8 billion USD, an increase of 18% in declarations and 23% in turnover compared to the same period in 2023; coordinated to carry out procedures for nearly 5 million import-export passengers, an increase of 91% compared to the same period in 2023.
Ms. Nguyen Thi Thuy Ha, Deputy Head of Mong Cai Border Gate Customs Branch, said: The Branch has maintained the operation of Working Groups to directly listen to and resolve each petition of enterprises, and at the same time advise the Provincial Customs Department and the Party Committee and authorities of Mong Cai City to promptly have exchanges and agreements with Dong Hung Customs to promote import-export and border-gate activities through the area.
Together with Mong Cai Border Gate Customs Branch, the functional forces of the border gate block in the province have also actively coordinated, ensuring good border security and border gate security, creating a favorable and open trade environment, becoming an attractive destination, attracting investors and businesses to Quang Ninh province.
In the first 9 months of 2024, the Provincial Customs Department has closely followed the directions and administration of the Government , ministries, branches and the Provincial People's Committee on the implementation of socio-economic development tasks; resolutely, synchronously and effectively deployed groups of solutions, thereby achieving positive results in all aspects of work, many targets met and exceeded the set plan. Specifically, customs procedures were carried out through the VNACCS/VCIS System for more than 100,000 declarations of 1,668 enterprises, with a total import-export turnover of 14 billion USD; increased 34% in declarations, increased 332 enterprises, increased 21% in turnover compared to last year. State budget revenue was nearly 14,000 billion VND (up 11% over the same period in 2023); exceeding 8% of the target of 12,500 billion VND assigned by the Government; exceeding 4% of the target of 13,000 billion VND assigned by the Provincial Party Committee and Provincial People's Council, reaching 81% of the target of 16,600 billion VND assigned by the Provincial People's Committee.
In the context of the whole province suffering heavy damage caused by storm No. 3, in order to contribute to "Restoring and rebuilding Quang Ninh province after the storm", striving to maintain growth of over 10% in 2024, the 10th consecutive year, achieving a decade of double-digit growth, the Provincial Customs Department has been and is continuing to promote the positive results achieved, focusing on closely following the directions of the Provincial Party Committee, Provincial People's Committee, General Department of Customs, promptly issuing documents directing units to promote improvement of the investment and business environment, enhancing competitiveness. Proactively contact and meet with businesses immediately after the storm to grasp information about the storm's impact on businesses and support, accompany businesses to resolve problems or propose recommendations to competent authorities to remove difficulties for businesses.
Mr. Trinh Van Nhuan, Deputy Director of Quang Ninh Customs Department, said: The unit is proactively researching and proposing to competent authorities to reduce or simplify procedures and regulations that hinder and make it difficult for investment and business activities, attracting businesses to carry out import and export procedures through the area. Arrange forces to effectively implement the pilot opening time of Bac Luan II border gate for customs clearance on holidays and days off (including Saturdays and Sundays, except for Tet holidays) for a period of 3 months; continue to closely coordinate with functional sectors to promote import and export activities through Hoanh Mo and Bac Phong Sinh border gates. At the same time, continue to effectively implement the work of preventing smuggling, trade fraud, and drugs, thereby creating a transparent, safe, and favorable import and export environment for businesses.
