Minister of Education and Training Nguyen Kim Son and the Ministry's working delegation recently inspected the preparations for the high school graduation exam in Thai Binh province. Through the on-site inspection and working with the provincial exam steering committee, the Minister acknowledged that Thai Binh has made comprehensive preparations, is proactive and ready to organize the exam safely, seriously and in accordance with regulations.
This year, Thai Binh province has 24,318 candidates registered for the exam. Of these, 23,931 candidates study under the 2018 GeneralEducation Program, the remaining 387 candidates study under the 2006 General Education Program. The province organizes 37 exam sites (including 1 site for the 2006 program), with a total of 1,041 official exam rooms, 37 backup exam rooms and 51 waiting rooms. To serve the exam, nearly 3,000 officers and teachers are mobilized to perform exam invigilation and supervision duties; along with more than 780 personnel from the police, medical, security forces, serving, ensuring security, medical and logistical conditions for the exam. Coordination between departments, branches and local authorities is closely implemented, developing specific plans on traffic safety, food safety, disease prevention, fire prevention and fighting, etc.

Right from the beginning of the school year, schools have surveyed students' wishes and developed a realistic exam review plan. The Department of Education and Training organized training for 100% of teachers for graduation exam subjects; guided educational institutions in developing review materials and a common test bank; and organized training courses on regulations and professional skills for all staff and teachers participating in all stages of the exam. Speaking at the meeting, Minister Nguyen Kim Son highly appreciated the serious, methodical and proactive participation of Thai Binh province. He emphasized that this year's exam has many new points, being the first exam to be organized simultaneously for students following the two general education programs of 2018 and 2006. The exam also took place in a special context, when the whole country is implementing the rearrangement of commune-level administrative units and implementing the two-level local government model. According to the Minister, in any circumstances, education and training, especially the high school graduation exam, must be organized seriously, fairly and safely.
The Minister also urged localities to adhere to the spirit of “4 right – 3 no – 2 strengthening”, emphasizing the role of leadership, clear direction, responsibility and compliance with regulations. The process of organizing the exam, especially the invigilation stage, must promptly and strictly handle cases of violations of regulations.
In addition, the Minister suggested that localities step up communication work to create peace of mind and trust for parents and students; at the same time, pay attention to medical and logistical work serving the exam, as well as preparing for the new school year in the context of administrative unit rearrangement.
On June 24, in Phu Tho province, Professor, Dr. Tran Van Thuan - Deputy Minister of Health as head of the delegation had a working session and inspected the actual medical work serving the 2025 high school graduation exam in the area.
The working group directly inspected the medical work at 2 examination sites: Hung Vuong High School for the Gifted and Viet Tri High School. Here, Deputy Minister Tran Van Thuan acknowledged the careful preparation of conditions to ensure the health safety of candidates and exam invigilators. The Deputy Minister requested relevant units to urgently review, supplement necessary supplies and equipment and promptly overcome shortcomings to ensure that medical work is carried out at examination sites in a synchronous, effective manner, in accordance with the professional requirements of the Ministry of Health.

Units must assign focal officers to be in charge of medical work for the exam and maintain 24/7 communication with the 2025 High School Graduation Exam Council to ensure quick response when situations arise.

Implementing the direction of the Ministry of Health and the Provincial People's Committee, the Phu Tho Health sector has issued a specific plan, clearly assigning responsibilities to each unit and locality in the whole sector; closely monitoring the implementation progress. The Department of Health has directed the district-level health centers to assign medical staff and workers to be on duty at the examination sites; fully prepare medicine, equipment, medical supplies, arrange vehicles ready for emergency care and patient transport when necessary.
In addition, strengthen food safety and hygiene inspections at food service establishments, eateries, and restaurants around the examination sites; proactively monitor the epidemic situation and implement epidemic prevention and control measures according to the instructions of the Ministry of Health; especially the COVID-19 epidemic. The sector also coordinates with the education sector and localities to review medical conditions at each examination site, develop plans to respond to any arising situations, and be ready to serve the high school graduation exam in 2025.
Phu Tho province has 18,922 candidates registered for the 2025 high school graduation exam. The whole province has 44 exam sites located at high schools, including 1 exam site specifically for candidates taking the exam under the 2006 General Education Program (GEP) with a total of 815 exam rooms.
On June 23, the Hanoi Department of Education and Training held a conference to guide the invigilation of the 2025 high school graduation exam with the participation of leaders of 233 exam sites and more than 16,000 officials, teachers, and staff on exam invigilation duty. This is the first year the exam is organized for two groups of candidates following two different educational programs, with two separate sets of exam questions and regulations.
This is also the first time Hanoi has organized a training conference for exam proctors in both direct and online formats with more than 300 locations, demonstrating the determination to prepare carefully and synchronously for this important exam.
The 2025 high school graduation exam took place on June 26 and 27 with nearly 1.17 million candidates nationwide registering to take the exam, of which Hanoi had more than 124,000 candidates - continuing to be the locality with the largest number of candidates in the country, an increase of more than 15,000 students compared to last year.

To meet the requirements of organizing exams for two groups of candidates, the Hanoi Department of Education and Training has established 233 exam sites. Of these, 229 are for candidates following the new curriculum and 4 are for candidates following the old curriculum. Hanoi also thoroughly instructed exam invigilators to strictly implement the principles of "3 no, 4 correct, 6 clear".
In which, the “3 nos” include not being negligent or subjective; not being too stressed or pressured; not arbitrarily handling situations beyond one’s authority. The “4 right” is following the regulations and instructions correctly; following the process and procedures; following the correct position and responsibilities; handling situations according to instructions. The “6 clear” are clearly who is doing it; clearly doing the work; clearly having the responsibility; clearly having the authority; clearly having the time; clearly having the results.
In Thai Nguyen province, the whole province has mobilized more than 3,400 officials, teachers and coordinating forces to serve this year's High School Graduation Exam. Nearly 19,000 candidates took the exam, divided into 36 locations with 814 exam rooms. Of which, 35 exam locations are for over 18,620 candidates taking the exam according to the 2018 General Education Program (GEP) and one exam location at Nha Trang Secondary School (Thai Nguyen City) is reserved for 342 independent candidates taking the exam according to the 2006 GEP.
Currently, the provincial police force is assigned the task of implementing a plan to ensure security and safety for the exam, from printing and copying exam papers to preserving exam papers.
The Department of Health issued a plan to ensure health, food safety and hygiene, and disease prevention at examination sites. Thai Nguyen Electricity Company developed a plan to ensure continuous power supply.
The Department of Construction and the Provincial Military Command have a coordination plan, ready means, forces and support solutions when an incident occurs.
Along with that, the Department of Education and Training has issued an inspection plan, established two inspection teams to inspect exam preparation at exam sites, and organized a training conference for all officers doing inspection and examination work.

This year, Ninh Binh province has a total of 12,667 candidates registered for the exam, including 12,281 candidates taking the exam under the 2018 General Education Program and 291 candidates taking the exam under the 2006 General Education Program.
To ensure safety, seriousness, and compliance with regulations, the Department of Education and Training has coordinated with the Provincial Inspectorate to develop a plan to inspect and examine all stages of the exam: preparation, organization of invigilation, grading, review, and graduation.
The examination council plans to mobilize 2,233 administrators, teachers, education staff, and police officers and soldiers. The Department of Education and Training will also closely coordinate with universities to carry out inspection and examination work according to the direction of the Ministry of Education and Training, ensuring objectivity and fairness.
In Hue City, there are 13,946 candidates registered for this year's graduation exam. Of these, 507 are independent candidates, including 323 candidates taking the exam under the 2006 General Education Program and 184 candidates taking the exam under the 2018 General Education Program.
The city has arranged 39 centralized testing sites. Of which, the testing site at Nguyen Tri Phuong Secondary School (Thuan Hoa District) is reserved for candidates taking the 2006 General Education Program with 13 testing rooms (including 1 combined subject testing room). The remaining 38 testing sites are located at high schools and secondary schools in the area, with a total of 602 testing rooms (28 combined subject testing rooms), serving candidates taking the 2018 General Education Program.
To date, the city has completed the establishment of committees under the Examination Council according to regulations. The locality has organized professional training conferences and mobilized 1,778 officers to work as invigilators and 245 examiners.
