According to the 28th session agenda, the Hanoi People's Council will consider important groups of contents, including: reviewing and evaluating the implementation of socio-economic development tasks, national security and defense, budget revenue and expenditure, public investment in 2025 and key tasks in 2026; reviewing and approving 21 reports and 49 resolutions (such as: issues on support levels, social security payments; regulations on social assistance standards and beneficiaries of special social assistance policies; agricultural and rural development policies; approving the iHanoi digital capital citizen platform as a unified digital platform to serve people, businesses and support urban management); conducting a question-and-answer session on issues of interest to voters.

Before the opening session, delegates attending the 28th session of the Hanoi People's Council observed a minute of silence to commemorate compatriots who died due to natural disasters and organized a fundraising campaign to support people in the Central and Central Highlands regions to overcome the consequences of floods and storms, contributing to the people's early stabilization of their lives, rebuilding production and returning to normal life.
