Hanoi People's Council held the 28th session early to consider the capital's development contents in 2026.

On the morning of November 26, the 16th Hanoi People's Council, term 2021-2026, opened its 28th session to carry out important contents under its authority.

Speaking at the opening of the session, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha emphasized that the 28th session of the City People's Council is a regular session at the end of 2025 to review the socio -economic development situation, national defense and security, budget revenue and expenditure, public investment in 2025, tasks and solutions in 2026; consider and promulgate a number of regulations, mechanisms and policies to promptly concretize the Capital Law in 2024 and resolve many other important contents.

According to the resolution of the City People's Council on organizing meetings in 2025, the regular year-end meeting of the City People's Council will be held in early December, however, the meeting was held about 1 week earlier than planned to promptly review and decide on important contents.

"With the spirit of urgency, proactiveness, closely following the direction of the Central Government, the City, especially the direction of the Secretary of the City Party Committee at the 27th session of the City People's Council recently: It is necessary to count down each day to remove difficulties and obstacles for the grassroots, ... to take back each day and each month to carry out the assigned tasks, therefore, the Standing Committee of the City People's Council has decided to adjust the meeting about 1 week earlier than planned to promptly review and decide on the contents as a basis for the development of the Capital in 2026 and the 5-year socio-economic development plan for the period 2026-2030 and be ready to prepare for the election of the new term", said Ms. Phung Thi Hong Ha.

At this session, in the spirit of promoting the application of technology and digital transformation in all fields, all reports of the Standing Committee of the City People's Council and the City People's Council Committees were presented in digital form, with slides shown on the screen for delegates to easily follow and grasp.

The Chairman of the Hanoi People's Council stated that the City People's Council will consider the following groups of contents:

Firstly , the City People's Council will review and evaluate the implementation of socio-economic development tasks, national defense and security, budget revenue and expenditure, public investment in 2025 and key tasks in 2026.

In the context of the world situation continuing to have complex and unpredictable developments, the City has maintained positive economic growth momentum. The City's GRDP is estimated to increase by 8.5% for the whole year over the same period last year; State budget revenue accumulated by the end of October 2025 reached 567.9 trillion VND, up 34.4% over the same period, estimated for the whole year at 642 trillion VND, reaching 124% of the estimate.

In addition to the achieved results, through the supervision of the People's Council, the Standing Committee of the City People's Council, the opinions and recommendations of voters and the important instructions of General Secretary To Lam at the 18th City Party Congress, it can be seen that the City still has a number of difficulties, challenges and shortcomings that need to be focused on overcoming in the coming time such as: flooding, traffic congestion, food safety and hygiene, air pollution, river and lake pollution. In particular, the city needs to accelerate its direction and management to strive to complete the socio-economic targets in 2025, especially the target of GRDP growth of over 8.5%, creating a foundation for growth at 11% or more, starting from 2026 and the entire period of 2026-2030.

Second, the City People's Council reviewed and approved 21 reports and 49 resolutions. The resolutions issued stemmed from the implementation of new documents of the Central Government, while also responding to the practical requirements of Hanoi, such as issues on support levels and social security payments; regulations on social assistance standards and beneficiaries of special social assistance policies; policies on agricultural and rural development of the City; Approval of the iHanoi Digital Capital citizen platform as a unified digital platform to serve people, businesses and support urban management; works and projects for socio-economic development; contents and levels of expenditure to support grassroots security, etc.

Third, regarding questioning activities, based on the provisions of the Law and practical situation, the Standing Committee of the City People's Council collected written opinions from the delegates and received high consensus on the City People's Council conducting questioning through documents.

Together with the whole country, the important task ahead for the City is to closely follow the orientations such as the 5-year Socio-Economic Development Plan 2026-2030, the 5-year Medium-Term Public Investment Plan Framework Orientation 2026-2030, the 5-year Financial and Budget Plan Orientation 2026-2030 of Hanoi City. At the same time, promptly and effectively implement the especially important and strategic Resolution of the Politburo on innovation, reform, and breakthroughs in national development.

In particular, Hanoi will move quickly into a new development phase, from which it is required to first build and perfect institutions, propose research to amend Resolution No. 15 of the Politburo on the direction and tasks of developing the Capital, associated with amending the Law on the Capital and two major plans of the City, closely following 07 new resolutions of the Central Committee, building outstanding policy mechanisms, creating pillars and driving forces with a new mindset and new requirements to achieve higher or unprecedented goals and targets, aiming to build the Capital Hanoi to be increasingly civilized, modern, and happy.

The Chairman of the Hanoi People's Council requested the City People's Council delegates, based on the functions, tasks and powers of the People's Council and People's Council delegates as prescribed by the Law, to continue to promote a high sense of responsibility, democracy and intelligence, focus on research, thorough discussion, contribute many dedicated and quality opinions; carefully study reports and documents to analyze and objectively and comprehensively evaluate the achieved results.

At the same time, frankly point out the existing limitations, shortcomings, causes and propose and offer synchronous, effective and feasible solutions to remove bottlenecks and bottlenecks, creating a breakthrough in socio-economic development.

Representing the voice of voters, together with the City's political system, determined to concretize the goals of the Resolution of the 18th City Party Congress and the direction of the Politburo in accordance with the spirit that the Secretary of the Hanoi Party Committee directed: "Hanoi overcomes all challenges; there is nothing that cannot be done; there is nothing that cannot be solved".

At the opening session, the Hanoi People's Council observed a minute of silence to commemorate the victims of storms and floods and organized a fundraising campaign to support people in overcoming the consequences of natural disasters in the Central region.

In order to show their sharing and sense of responsibility, delegates attending the City People's Council meeting donated to support the people of the Central region to overcome the consequences of floods, contributing to the people's early stabilization of their lives, rebuilding production and returning to normal life.

The launching ceremony raised a total of 150 million VND. The entire amount will be sent to the Vietnam Fatherland Front Committee of Hanoi City to share and support the people of the Central and Central Highlands regions to overcome the consequences of floods.
