People's Council of Pho Yen City: Strengthen supervision and resolve issues of concern to voters

The People's Council of Pho Yen City, term II, 2021-2026, has 35 delegates; the People's Councils of 18 communes and wards have 445 delegates. Implementing the Law on Supervisory Activities of the National Assembly and People's Councils, in recent times, the People's Council of Pho Yen City has promoted its supervisory role, listening to the legitimate thoughts and aspirations of voters to solve local issues.

Delegates of the People's Council of Pho Yen City supervise the settlement of voters' opinions and recommendations in Hong Tien ward.

Pho Yen City is experiencing a strong urbanization rate, with many key projects and works being implemented in the area, such as: The connecting road connecting the provinces of Thai Nguyen - Bac Giang - Vinh Phuc; Tan Phu 1 and Tan Phu 2 Industrial Cluster Projects... This is an opportunity to help the locality develop its socio-economy, but also creates many limitations and inadequacies in state management of compensation, support for site clearance, and resettlement...

In that context, the People's Council of Pho Yen City has increased its monitoring activities to point out the above limitations and shortcomings; at the same time, it has recommended that authorities at all levels direct agencies and units to find solutions. In the past 7 years, the City People's Council has issued 7 monitoring programs; People's Councils of communes and wards have issued 126 monitoring programs.

According to Mr. Nguyen Quang Duong, Head of the Economic - Social Committee, People's Council of Pho Yen City: Based on the monitoring program approved by the City People's Council, in the past time, the Committee has organized 28 thematic monitoring sessions with the following contents: Monitoring the implementation of public investment plans, using contract funds for hiring teachers and cooks in schools; granting certificates of land use rights, house ownership rights and other assets attached to land for schools, cultural houses in hamlets and residential groups; implementing policies for poor and near-poor households...

At the end of the supervision, the Economic - Social Committee prepared a report and made recommendations to the city and relevant agencies on the following contents: Proposing the city to speed up the implementation of public investment projects in 2021; developing and issuing documents guiding the management of construction and urban order for 9 communes upgraded to wards after the establishment of the city; promptly implementing the issuance of land use right certificates for cultural houses in hamlets and residential groups in many communes and wards in the area...

In addition to thematic supervision, the People's Council of Pho Yen City also performs well its supervisory function through questioning and answering questions at meetings; and supervises the handling of voters' opinions and recommendations.

Specifically, through 15 sessions, up to now, there have been 59 direct questions at the meeting hall for leaders of the City People's Committee and heads of agencies and units, related to the contents presented at the session and issues of concern to voters and public opinion. Through that, many issues have been answered and resolved effectively.

Since the beginning of the term, the Standing Committee of the People's Council of Pho Yen City has organized 458 meetings with voters, with 24,622 voters participating. Through meetings with voters, 3,510 opinions were compiled and sent to the meetings; at the same time, they were forwarded to the City People's Committee and relevant agencies for consideration and resolution.

Mr. Tran Quang Phong, Chairman of Trung Thanh Ward People's Committee, shared: The City People's Council's monitoring and contacting activities with voters are important channels for voters and people to reflect their opinions and recommendations to competent authorities. Many opinions related to local people's lives have been resolved. These include: Investing in funding to renovate Di lagoon to ensure agricultural production; supporting 100% of the cost of building the road around Thanh Xuyen market...

Along with the above mentioned monitoring activities, in recent times, the People's Council of Pho Yen City has also performed its monitoring function well through reviewing reports under its authority. Specifically, the City People's Council delegates spent a lot of time discussing and reviewing reports presented at each session; enhancing their role and responsibility in researching and reviewing the contents of decisions of the City People's Committee and resolutions of the People's Councils at the commune level.
