The Hoa Binh Hydropower Expansion Project (total capacity of 480 MW) is invested by EVN, and the Power Project Management Board 1 is the investor's representative. To ensure the progress of project completion and inauguration, the Power Project Management Board 1 has focused on directing contractors to supply, install equipment, and test and calibrate to complete the installation, testing, and commissioning work to connect Unit 2 (H10) to the grid, such as: Successfully lowering the Rotor on October 7, 2025; energizing the AT2 transformer (T10) and completing the testing and calibration work.

Previously, Unit 1 of the Hoa Binh Hydropower Plant Expansion Project generated electricity and successfully connected to the national power grid on August 19, 2025, on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam, in accordance with the direction of the Prime Minister . The successful connection of Unit 2 to the grid, towards the completion of the Hoa Binh Hydropower Plant Expansion Project in 2025, is a practical action to welcome the 14th National Congress of the Party.
The Hoa Binh Hydropower Expansion Project is located on the right bank of the existing Hoa Binh Hydropower Dam. The plant is located in Hoa Binh Ward, the water intake and the entrance channel are in Thong Nhat Ward, Phu Tho Province. The Hoa Binh Hydropower Expansion Plant shares the same reservoir, dam, and spillway items with the current Hoa Binh Hydropower Plant. The new construction includes the following items: the entrance channel to the water intake, the water intake, the water tunnel, and the plant.

After being officially put into operation, the Hoa Binh Hydropower Plant Expansion Project will achieve the following objectives: Increase the peak power generation capacity for the national power system, create conditions for maximum exploitation of the annual excess water discharged during the flood season of the existing Hoa Binh Hydropower Plant for power generation. At the same time, improve the frequency regulation and frequency stabilization capacity of the national power system; contribute to reducing system costs; reduce the working intensity of existing generators, thereby extending the life of equipment, saving maintenance and repair costs.
