The Bao Loc-Lien Khuong expressway construction investment project phase 1 has been started by Lam Dong province.
This is one of the "puzzle pieces" to close the entire Dau Giay-Lien Khuong expressway, forming a smooth, modern backbone traffic axis connecting the southern key economic region with Lam Dong province and the region, creating new growth momentum for the whole region.
Along with the existing 19km Lien Khuong-Prenn expressway, the groundbreaking of the Bao Loc-Lien Khuong expressway section gradually realizes the long-standing expressway aspiration of the Party Committee, government and people of Lam Dong.
"Connecting circuit" of strategic routes
The Bao Loc-Lien Khuong Expressway Project is the final component of the Dau Giay-Lien Khuong Expressway, one of the national expressways in the southern region approved by the Prime Minister . This is a strategic arterial route, connecting Ho Chi Minh City-Dong Nai-Lam Dong and linking the horizontal axes to the seaports in Lam Dong province and the region. The Bao Loc-Lien Khuong Expressway has a total length of more than 73.6km, designed with a scale of four lanes. In phase 1, the roadbed is 17m wide, operating speed is 80km/h; when completed, the roadbed will be widened to 24.75m, designed speed is 100km/h.
The project is invested under the public-private partnership (PPP) method, build-operate-transfer (BOT) contract type, with a total investment of more than 17.7 trillion VND in phase 1. The consortium of investors includes T&T Transport Infrastructure Investment and Development Company Limited, Phuong Trang Group Investment Joint Stock Company (Futa Group), Phuong Thanh Transport Investment and Construction Joint Stock Company. The project is expected to be completed and put into operation in the fourth quarter of 2027.
The Bao Loc-Lien Khuong expressway section, together with the two remaining sections Dau Giay-Tan Phu and Tan Phu-Bao Loc of the Dau Giay-Lien Khuong expressway, will form an expressway axis connecting the Southeast provinces with Lam Dong and the Central Highlands, shortening travel time, reducing the load on National Highway 20, and at the same time opening up new development space, creating conditions to attract investment in the fields of tourism, trade, services and creating momentum for local socio-economic development.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Tran Hong Thai shared that the groundbreaking of the Bao Loc - Lien Khuong Expressway is to realize the dreams, expectations and concerns of many generations of leaders, authorities at all levels and people of the province. "The project is not only a traffic route, but also a development path, a symbol of consensus, determination and aspiration of the Party Committee, authorities and people of Lam Dong. Each road opened is a new horizon, each completed project is a solid step forward on the journey to bring the country far and high", Mr. Tran Hong Thai emphasized.
Lam Dong province has the largest area in the country, with full potential and advantages from three ecological regions: "highlands, midlands, coastal areas", favorable for developing high-tech agriculture, tourism, mining industry and energy; great potential for logistics, export and renewable energy... With that advantage, the "puzzle piece" of Bao Loc-Lien Khuong highway in the Dau Giay-Lien Khuong highway is not only a key traffic project, but will become an axis for developing multi-regional, multi-center, multi-industry economic space and will be a strong lever, creating new momentum for key economic sectors of Lam Dong and neighboring provinces. This is an opportunity to re-plan production areas, form satellite urban areas, modern logistics centers associated with Lien Khuong International Airport.
Focus on removing obstacles to start construction soon
Households in the project's affected area all expressed their joy when Lam Dong province invested in and built the expressway and the Bao Loc-Lien Khuong expressway contributed to the early realization of the long-standing dream of a highway in this land of great potential and advantages. However, many opinions said that it is necessary to implement well the compensation and resettlement policy, ensuring stable lives for the people. Mr. Le Quang Diep, Bao Thuan commune said: "We are very happy that the province built a modern expressway, opening up development opportunities for the locality and the people. I hope the authorities and relevant agencies will consider compensating the affected households appropriately when implementing the project."
Localities with the Bao Loc-Lien Khuong Expressway passing through are focusing on implementing steps within their authority to effectively carry out site clearance to serve the project implementation. Chairman of the People's Committee of Ward 1 Bao Loc Nguyen Viet Nam informed that the locality has 36.7 hectares of land belonging to 225 households and one organization that must be recovered to serve the project. Of which, the area expected to be recovered from households and individuals is more than 32.7 hectares. "Localities and competent agencies regularly propagate and disseminate information about the expressway project to the people. Thereby, promptly receiving and recording people's opinions for consideration and resolution, or proposing thorough resolution on the basis of legal regulations," said Mr. Nam.
The Bao Loc-Lien Khuong Expressway passes through Hoa Ninh Commune, Lam Dong Province for 3.8km; there are about 100 households in the affected area. According to Chairman of the Commune People's Committee Vu Quang Anh, in addition to determining land prices based on actual values in the area, the commune compares and contrasts with other areas on the expressway that have similar factors, to build a land price list close to reality, ensuring the rights of the people.
According to statistics from the authorities, there are 5,370 households and 14 organizations and enterprises located in the area affected by the Bao Loc-Lien Khuong expressway project. Communes and wards where the expressway passes through and where there are resettlement projects said that the problems arising in the current project implementation are mainly compensation for site clearance, inventory of architectural objects, crops and in the appraisal of compensation prices.
In order to promptly remove obstacles to early implementation of the project, in mid-July, after inspecting the actual implementation of the Bao Loc-Lien Khuong expressway project and resettlement projects to serve affected people, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested relevant departments, branches and localities to be resolute and highly responsible in implementing the contents under their authority, such as urgently advising on the establishment of a new steering committee to comprehensively manage the project; develop a master plan for implementation; support, guide and remove obstacles related to site clearance in resettlement areas, mineral issues; communes and wards promptly establish site clearance steering committees, land price appraisal councils and develop plans and roadmaps for site clearance quickly, in detail, systematically, ensuring feasibility...
According to the Lam Dong Provincial Traffic Project Management Board, up to now, consulting units are surveying and investigating to establish specific land prices according to regulations. At the same time, the People's Committees of communes and wards are establishing land price appraisal councils to appraise specific land price records; Project Management Boards of the areas assigned to be investors in resettlement construction projects are completing the final procedural documents to implement these projects.
