Effective preferential credit loans help women escape poverty

The combination of lending capital and supporting production development has effectively contributed to helping many women in Lang Son develop the economy and sustainably reduce poverty.

To escape poverty, must have capital

In recent years, implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the Party Committee and authorities in Lang Son have issued specialized resolutions on poverty reduction; developed plans to concretize and promote the implementation of poverty reduction policies and projects.

Lang Son's implementation plan is to reduce poverty sustainably, first of all, it is necessary to promptly resolve the basic problems of poor and near-poor households regarding housing, residential land, production land, medical examination and treatment. Then, to reduce poverty sustainably, it is necessary to resolve the issues of borrowing capital, assistance, and guidance for economic development based on suitable available conditions. In implementing poverty reduction and sustainable poverty reduction, Lang Son province determines that it is necessary to give priority to support for women, help women escape poverty on their own, and create motivation for women to develop the economy for themselves and their families.

In the past year, the family of Ms. Be Thi Hanh (Tan Tien commune, Trang Dinh district) has officially escaped poverty. Ms. Hanh has a difficult family situation, her husband had an accident. Her income comes from growing black jelly and cinnamon trees, but on a small scale, lacking capital and care techniques, so she "remains in poverty". With the support of the Trang Dinh Women's Union, as part of the poverty reduction project, Ms. Hanh was able to borrow 50 million VND in preferential loans from the district's Social Policy Bank to invest in expanding production. Income from cinnamon and black jelly is more stable, and Ms. Hanh's family is no longer a poor household.

Contributing to the implementation of the common goal of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the Women's Union at all levels of Lang Son province has focused on supporting members in economic development and poverty reduction with many practical methods.

Lang Son Women's Union has issued a document directing the implementation of tasks under the National Target Program on Sustainable Poverty Reduction, assigning tasks to all levels of the union to organize propaganda and disseminate policies and projects on poverty reduction to members, women, the poor and beneficiaries. In particular, focusing on propaganda to raise awareness, gradually eliminating the mindset of waiting and relying on the State's support to escape poverty, widely disseminating effective economic models and typical examples of progress in poverty reduction.

Based on local reality, "to reduce poverty, there must be capital", Lang Son Women's Union has closely coordinated with Lang Son Provincial Social Policy Bank to implement preferential loan programs for women to develop production. According to statistics, Lang Son Women's Union has been entrusted with the Provincial Social Policy Bank with a total outstanding loan balance of over 1,600 billion VND, with 24,000 households borrowing capital. The coordination of loan provision is ensured to be implemented to the right subjects and purposes, effectively contributing to helping members develop the economy, create jobs and sustainably reduce poverty. In addition, from 2021 to present, the Women's Union at all levels has coordinated to organize over 300 science and technology training courses and vocational training for more than 12,000 members to participate.

Lang Son Provincial Social Policy Bank has promptly implemented credit programs and preferential loan programs to meet the capital needs of poor households and policy beneficiaries to invest in production and business development.

According to statistics, in 2024, more than 5,600 poor and near-poor households in Lang Son province received loans, and more than 2,700 households producing and doing business in difficult areas received loans. The loan capital has helped the poor, policy beneficiaries, especially women, have capital to invest in livestock farming, forest care and planting, fruit trees, and promote the strengths of Lang Son province's products and crops.

In Lang Son province, social policy credit capital has created direct effects, contributing positively to the implementation of poverty reduction goals, job creation, social security, and new rural construction in Lang Son province.

Implementing gender mainstreaming in sustainable poverty reduction

With this effective coordination, from 2021 to now, the Women's Union at all levels has supported over 3,300 poor households to escape poverty and near-poor households to escape near-poverty (exceeding the annual average target of 68%). With their own determination and effective support, many women have risen out of poverty, improving their lives and those of their families. The implementation of gender mainstreaming in sustainable poverty reduction, to create livelihoods for poor women, has contributed to promoting gender equality and enhancing the position of women in families and communities in Lang Son.

The cooperative model of agricultural production helps many women escape poverty in Gia Binh district. The program of women helping each other to develop the economy is being implemented well in Lang Son province.

Ms. Nong Thanh Hai, President of the Women's Union of Lang Son province, said: "From the beginning of the 2021-2026 term, we set an annual target of helping each union to help 2 member households escape poverty and 3 member households escape near-poverty. The provincial Women's Union has directed all levels of unions to proactively coordinate closely with the government and relevant agencies to carry out many effective activities such as supporting women in borrowing capital, vocational training, job referrals, training and transferring science and technology, helping each other develop the economy, contributing to sustainable poverty reduction."

Through the implementation process, to continue promoting the effectiveness of the sustainable poverty reduction program, it is necessary to coordinate, mobilize and integrate programs, projects and resources, and better exploit local internal resources. In the coming time, Lang Son will continue to clearly define goals, targets and solutions, and continue to promote the National Target Program on Sustainable Poverty Reduction.
