Principal accused of harassing and molesting teachers

Previously, Ms. LTP - a teacher at A Quoc Thai Primary School (Quoc Thai Commune, An Phu District, An Giang ) filed a complaint against Principal VTD for harassing and molesting her in school. When she refused, Mr. D. threatened and bullied her, making the working environment suffocating.

The message was allegedly sent by Mr. D. to a female teacher at school.

According to Ms. P., on the morning of November 11, 2023, when she came to school to clean up, she was invited by the principal to the breakfast room. There, Mr. D. suddenly expressed his affection, hugged and touched her sensitive area. Frightened, she ran away and told her colleagues about the incident.

Not stopping there, Mr. D. continuously sent messages expressing his feelings, then turned to threats. The content of the messages included: "I will give you the best", "I like looking at you, I love you so much", and when rejected: "If you want to be stressed, then be stressed", "I will be at this school for a long time, I will wait and see how you are"...

Dissatisfied with the prolonged harassment, Ms. P. repeatedly submitted complaints to the Departmentof Education and Training of An Phu District and the Inspection Committee of the District Party Committee. In early October 2024, the district leaders invited her and her family to work, promising to transfer Mr. D., but to date, this has not been done.

The leader of the People's Committee of An Phu district said that the Standing Committee of the District Party Committee assigned the Inspection Committee to verify and conclude that Mr. VTD had many limitations, shortcomings, and violations and needed to be considered for disciplinary action.

The investigation determined that Mr. D. had not only harassed Ms. P. with text messages, but also with many other female teachers, most of whom were married. In addition, Mr. D. was also assessed as lacking interest in management work, often scolding, and behaving insensitively.

The inspection team concluded that, as Party cell secretary and principal, Mr. D. violated the regulations that party members are not allowed to do, seriously affecting the collective reputation, so disciplinary action is required.

Recently, Mr. Le Thanh Phuong - Vice Chairman of An Phu District People's Committee signed a document responding to the complaint of a teacher at A Quoc Thai Primary School.

According to the document, on October 1, 2024, An Phu District People's Committee received a complaint from Ms. LTP, reflecting Mr. D's violations. Immediately afterwards, the district held a meeting with relevant units to handle the matter.

On April 24, 2025, the An Phu District Party Committee's Inspection Commission concluded that Mr. D., as Party Cell Secretary and Principal of the school, had limitations, shortcomings, mistakes, and violations to the extent that disciplinary action was required, and at the same time, Mr. D. was required to write a self-criticism and accept the disciplinary action.

On May 5, the District Party Committee unanimously assigned the District Party Committee's Inspection Commission to urgently carry out procedures to issue a Party disciplinary decision before May 13; the Department of Internal Affairs to advise on State disciplinary action before May 20. Immediately after the disciplinary decision was issued, the Department of Internal Affairs coordinated with the Department of Education to advise on Mr. VTD's job transfer before May 30.
