Decree No. 70/2025/ND-CP, effective from June 1, 2025, stipulates the application of electronic invoices to all business households and individuals. The notable point of this decree is that business households and individuals with annual revenue of 1 billion VND or more will have to use electronic invoices generated from cash registers connected to transfer data to tax authorities.

Speaking at the conference on the implementation of electronic invoices generated from cash registers organized by the Tax Department of Region I on May 8, Mr. Vu Manh Cuong, Deputy Director of the Tax Department, Director of the Tax Department of Region I, said that the regulations on electronic invoices generated from cash registers have expanded the scope of application. This includes businesses that sell goods and provide services directly to consumers; business households and business individuals with annual revenue of VND1 billion or more.

According to Mr. Cuong, the Tax Department of Region I has closely coordinated with service providers such as MobiFone, Viettel, and Misa to ensure timely support of technology solutions to each business household and individual. The tax authority has a plan to launch a business registration portal dedicated to business households next week.

Business registration agencies and tax officials will go to the locality and each residential group to support people. At the same time, virtual assistants supporting taxpayers will operate continuously to support taxpayers in registering taxes and registering businesses in the fastest, simplest and most convenient way.

"If you are conscious of complying with the law, each registration procedure such as business registration or electronic invoice registration will only take 5 minutes to complete," said Mr. Cuong.

To use electronic invoices generated from cash registers, businesses only need an Internet connection and a computer, smartphone or iPad. Businesses need to register to use electronic invoices generated from cash registers with the tax authority and have them accepted by the tax authority.

The Tax Department of Region I noted that business households subject to applying electronic invoices generated from cash registers need to urgently review and implement the conversion, and must complete the registration to use electronic invoices generated from cash registers by May 30 at the latest.

Tax authorities strengthen the fight against invoice fraud . The General Department of Taxation is stepping up the synchronous implementation of solutions to prevent the illegal purchase, sale and use of invoices.
